Some naysayers use every possible piece of legislation, the Navigable Waters Protection Act, for example, or other provisions, to try to oppose projects. That has to stop. You are right, the rules must be clear so that environmental standards can be developed in a climate of respect. And we do not want to create a maze that would allow naysayers to use almost anything in order to oppose a development project.
