The fact that one member in this room is guaranteed a quarter of all the first-round questions is by itself quite generous. It guarantees that this member—I'm not pointing to any one in particular—will be guaranteed the opportunity to speak every single first round. There's not a single other member in this entire room who will have that privilege. Then you're saying that he would be guaranteed a spot in the second round as well.
