Railroads have the capacity to do this, but they are not there to replace pipelines. Rather, they are there to assist in the transportation of oil, when necessary. New, stronger and safer rail cars have been built. They are in use today. So there has been an increase, yes, but it is still a small amount of the total amount of oil being transported.
