To a certain degree, yes. I imagine you know that those who appear before the Veterans Review and Appeal Board and don't obtain satisfaction will be going to see you. Even if the Board agrees to pay a pension, for example, if people aren't happy, they'll be going to see you. So you'll almost have to have as big a staff as the Veterans Review and Appeal Board.
