I would take a different tack. It's a broken system if you have to start planning for your transition 10 years before you transition out. There should be some underlying frameworks or translation that's done for you so that it becomes relatively easy to switch over to your new role and, if you want to make sure your military is mission-ready and mission-focused, they shouldn't be spending two or three years. That's expensive. You can't really spend that time.
Most mid-level managers are doing operational deployments. They have their children, and they have other commitments. If they're also going to be planning for their exit at the same time, they'd end up doing everything badly. Give them time to prepare, yes, but that shouldn't be the main focus of your military career. You should instead have ways to adjust your skills to larger society quite quickly, and then it should also be tracked and championed.
Companies should be reporting how many veterans they are hiring, particularly in the defence sector, so that it becomes easy and something that people want to do. They will want to hire veterans because then they can report that they're hiring veterans.
