You talked about the problems with the IRB. I think your story was very clear about why it doesn't work in its current form to create an incentive that gives the dignity of continuing to work while also receiving the benefit you earned as a result of having provided service with unlimited liability to your country.
What do we do? What's the change? Is there really a 70,000-foot view of the design that we should deploy that would solve for this?
