Mr. Speaker, I rise on a point of order. Is it parliamentary and do the rules permit a vote to be taken on a motion that has not been debated in the House?

When time allocation has been applied in a debate, all the questions necessary to dispose of the stage of the bill under review at that time must be put forthwith without debate or amendment. Those were the terms of the motion. I am complying in every respect with the terms of the motion. I am afraid the answer to the hon. member for Elk Island is yes.
