Just to be clear, at the time the motions were moved the hon. member for Cape Breton—Canso had the opportunity to speak to the motion and declined to do so at the time. What the Standing Orders indicate at that point is that the member has in fact been deemed to have spoken to the motion. The hon. member for Cape Breton—Canso has spoken to the motion.
