The police have proof that millions of dollars earmarked for a hospital were funnelled to certain individuals. Thanks to the Conservatives, Dr. Porter was part of this corrupt scheme, which was going on while Porter was overseeing Canada's intelligence activities. At the same time, he was making cheques out to the Conservative Party. The Conservatives appointed him, even after a background check.
