We talk about the great risk to their health, but there is also a social risk, because we are putting them in the hands of criminals. We are leaving the social future of our kids up to those who do not care about them, such as whether they can complete school, who they are hanging around with, and the dangerous criminal environment with which they are engaging.
One of the other risks that I would ask the member to consider is that young people also face criminal prosecution.
