Mr. Speaker, I rise on a point of order further to the hon. member for Durham.

If, in the Chair's deliberations, he or she does view the fact that there were certain members who were potentially in contempt of Parliament, I would like to seek the unanimous consent of the House to table three documents, one from the member for Perth—Wellington, one from me and the other from the member for Edmonton—Wetaskiwin, which show which members arrived late, after you started reading. This may help you, Mr. Speaker, in your determination and deliberation. I would ask for unanimous consent to table these documents.

Mr. Speaker, I thank you for the clarification. That said, I wonder if you could explain to the members how we are to indicate to the Chair if there is a problem with the audio. I rose to do so, but I was not recognized. I would just like to know how to proceed. Is there a special signal we should use, or should we rise on a point of order?

That is a good question. The audio system is no longer broken. We will think about a special signal to use to indicate a problem with the audio.

Mr. Speaker, this is a pretty serious situation. In all the years that I have been in the House, we have always had integrity as the guiding element when it comes to votes.

I cannot recall a situation where we have had members who were clearly contradicting your very clear direction that they must be in the House to hear the question the first time. We have had members very clearly identified by a number of members of the opposition who were not in the House to hear the question the first time.

I suggest that in that situation, we need to have an evaluation of who actually was entitled to vote according to the very clear guidelines that you have always given us. You gave us good and solid guidelines, as we have in precedence here. We proceeded to the vote. A number of members who came late, fortunately, stayed in their seats, on both sides of the House. A number did not.

We need to clarify, through the video that is provided to us. All of these cameras are running throughout the period of our being in the House. Yes, there is one that is broadcast on national television, but all of these cameras are constantly working.

Through you, Mr. Speaker, we can evaluate who came late. Even if they have not functioned on the honour system by standing up and saying they were not entitled to vote, it is up to the Speaker to determine their eligibility in that case. I would ask you to do so.

Mr. Speaker, I rise on a point of order.

I want to acknowledge that I may have had a lapse, given that I asked for a point of order after you started reading the previous motion. It is perhaps the same lapse that the member for Winnipeg North had earlier when you started reading Motion No. 126.

My colleagues from Durham, New Westminster—Burnaby, Barrie—Innisfil and Perth—Wellington made a very good point. What we witnessed two votes ago is a very serious situation. If we do not see the video of who on the Liberal side was legitimately here for the vote, and if 52 Liberal members were not here—

Mr. Speaker, my point is that this Parliament may not be legitimate if that vote failed for the government. Everything that happened from then on may not be legitimate.
