Mr. Speaker, good morning. I believe that during the vote, in the excitement of the moment, the member for York Centre may have misplaced his jacket. He can check with the table officers whether his vote was counted, because he stood up during the vote.

The member for York Centre, if he wishes to rise and be recognized, will need to be in business attire. He will need to have his jacket on for voting.

Mr. Speaker, also, in the last vote, it seemed to me that you had commenced the reading of the question before the point of order was raised by the parliamentary secretary to the government House leader. As has been pointed out by the member for Saanich—Gulf Islands, a member may not enter the chamber during the reading of a question or during a vote as commenced by the reading of the question.

Therefore, I ask you, Mr. Speaker, to examine whether the members for Mississauga—Streetsville, York Centre, Pontiac, Shefford, Dorval—Lachine—LaSalle, Brampton West, Pickering—Uxbridge, and Ajax; and the Minister of Innovation, Science and Economic Development, the Minister of Justice and Attorney General of Canada, the Minister of Foreign Affairs, the Minister of Canadian Heritage and Multiculturalism and the Minister of Tourism, Official Languages and La Francophonie had entered the chamber when the question was put.

Furthermore, Mr. Speaker, I ask that in any subsequent vote we ensure that no member, once you have commenced the question, be permitted to enter the chamber and have his or her vote counted.

I thank the hon. member for Calgary Rocky Ridge. However, he will recall that the reason given by the hon. parliamentary secretary was that he could not hear the question because there was too much noise in the House, which is why we will have some order.

Order. I have more to say.

Therefore, I reread the question, as I am sure members will recall. Order. The issue at hand is whether members who vote in the House have had a chance to hear the question. The answer in this case is that they did. As a result, we will carry on.

Mr. Speaker, I rise on a point of order. Numerous times since we started the votes at about 5:30 or 6 p.m. last evening, it has been brought to the attention of the members that we are not permitted to eat in the House. I would like to point out that the Minister of Environment has been munching on something, maybe rainbow Skittles or something like that. However, she should be reminded again of the rules.
