Mr. Speaker, with Canada's current commitment, the export of arms and weaponry to every other country has to go through a permitting process. That has to be measured against risk assessments and the standards outlined in the Arms Trade Treaty, except for the United States. The vast majority of the weaponry that goes to the United States does not require a permitting process. This is what we are talking about. We need to close the loophole to ensure that weaponry, parts and components that go through to the United States are measured against the Arms Trade Treaty, and that the standard applied to every other country applies to U.S. exports as well.
