Madam Speaker, the question is a good one and worthy of scrutiny, but I will say again that anyone involved in land speculation can have land that is basically worthless for generations, but when the zoning and the permissions change on that property, the value goes up exponentially. This is basic. This is what is happening. Because of the economic potential of this location at this time, there is increased value in the economic potential and benefits.
