Madam Speaker, I believe we must be very careful whenever legislation expands the powers of a minister. While greater flexibility may help modernize an updated regulatory system, the powers must come with clear safeguards, transparency and accountability. Parliament should not simply hand over additional authority without understanding how it would be exercised, how they would be accountable and that we could review it again in the appropriate time when we are supposed to. I would expect the industry committee to examine very carefully when it sees this bill that the powers come with great accountability.
