Mr. Speaker, this bill would not improve value for money. Let us go back to the basics. The Liberals do not care much about price. They do not care much about quality. That is the Liberal mentality. That is exactly what this bill would expand, with more powers to sole-source, more ability to skip competitions, more people in the middle spending other people's money on other people, and almost no reporting back to Parliament. They are just adding more people to spend more of other people's money and calling it reform. That is not a plan. That is a problem.
