Madam Speaker, I would like to begin by thanking the parliamentary secretary for her question and for her work both in government and in her wonderful riding.
The first thing I can say about Quebec is that it has already proven itself. It has done its job. Bill S‑5 takes nothing away from Quebec. As I said earlier, its purpose is to assist, support and accelerate the work.
Here is an example: A mother in my riding, Bourassa, goes in with an envelope or a bag containing information that she cannot make sense of. Imagine what it must be like for a doctor to go through that information compared to looking at a file that is available directly to them. Obviously, reading it that way is not the same; the jargon is not the same. We want to make that information accessible. The goal is to save time and provide more direct services to people, to patients, because most of the time should be spent with them, and that is where the greatest impact can be made.
