Mr. Speaker, my colleague mentioned a piece on Canadian innovation. I would like his comments on how we are going to ensure through this legislation that we do not add red tape and barriers to smaller entrepreneurs, inadvertently creating a market where only the big players can play and smaller innovators cannot compete.
