He literally said that, in areas of jurisdiction that fall exclusively under the provinces and Quebec, like professional associations, showing leadership at the federal level means making threats to the provinces, imposing conditions on them and ultimately telling them that if they do not do what the Prime Minister wants on a Tuesday morning, their funding will be cut.
