Mr. Speaker, I would like to ask the following of the Prime Minister: how can the Conservative government, with the support and complicity of the Bloc Québécois, deprive Quebec of the $807 million allocated to compensate for child care and to help Quebec families?

Is the real change that Quebec will receive less money under the Conservative regime than it did under the Liberal regime?

Mr. Speaker, since the Americans would have full control over servicing these planes, what would happen if, for example, we wanted to take on a mission in Cuba or Venezuela? Could the Americans then decide not to service our equipment because they do not like the destination?

Mr. Speaker, my question is also for the Minister of National Defence.

We know that the Boeing C-17 planes are not the military personnel's choice or priority. We know that this does not serve the interest of Canadians, since it is the Americans who will build and service the planes.

What is the hidden agenda? Is this another gift from the Prime Minister to President Bush in order to buy his friendship?

Mr. Speaker, his responsibility is to ensure a contract of such a size benefits Canadian industry.

Why is he continuing to grovel before the Minister of National Defence?

Mr. Speaker, my question is for the Minister of Industry.

For the first time in the history of Canada the government is preparing to have its equipment abroad maintained by foreigners, thus giving up its control, its sovereignty and its jobs.

As the minister responsible for economic impact, did the minister at least oppose the awarding of a cozy little $3 billion contract to Boeing, USA?

Mr. Speaker, I hear the minister say that all is well. He just has to go into all the communities that depend on the forestry sector to see that nothing is working. This agreement has not put a single cent into company coffers and will not until a year from now.

Does the minister think that the companies can wait that long?

Mr. Speaker, the Prime Minister referred to the $5 billion in Americans' pockets. Experts say that this money will stay in Americans' pockets for at least another year before Canadian producers see one cent of it.

Is the Minister of Industry willing to concede that, in the meantime, we need a program of loan guarantees because, otherwise, producers will go bankrupt?

Mr. Speaker, I would like to intervene with regard to the same point of order. I saw with my own eyes that it was a cabinet document. We insist it be tabled immediately. We have no need to wait for consultations. It was clear to the naked eye. I saw it myself.

Mr. Speaker, I asked a very simple question. Will the Minister of Transport table a bill immediately, a bill that is already prepared and has received approval from the Commissioner of Official Languages, requiring Air Canada and all its affiliates to respect the Official Languages Act and respect francophones in Canada?
