Mr. Speaker, as I have pointed out before, we do in fact have the power to seize assets under the United Nations Act. That is found in section 3(2) of the United Nations Act. If information comes to my attention as Minister of Justice that assets have been frozen and if that information links assets to a prohibited or proscribed group, we will begin forfeiture proceedings in relation to those assets.

Mr. Speaker, it is obvious that the hon. member has not read the factum that the Government of Canada submitted in the case of R. v Suresh. If he had read it, he would know that we made a compelling case in relation to the dangers of terrorism and why this country cannot become and will not become a safe haven for terrorists.

In fact, Mr. Speaker, if the hon. member is referring to the case of R. v Suresh, which is before the supreme court now, as I indicated earlier this month, I reconsidered. I looked at the factum that we submitted in the case of Suresh. I sought the advice of our litigation committee. I sought the advice of an experienced litigator who argued this case for us before the court.
The hon. member knows that for the court to even grant leave to submit new evidence after hearing a case is a rare situation. After considering all the facts, I concluded--

Mr. Speaker, let me say on behalf of the solicitor general and everybody in this government that we work closely with the provinces. We are integrating our investigation procedures; the RCMP with local police forces.
Commissioner Zaccardelli met last week with local police chiefs from all over this country. My colleague the solicitor general and I met with our provincial counterparts in Nova Scotia two weeks ago. In fact, the hon. member does not know what he is speaking about.

Mr. Speaker, let me reiterate for hon. members of the House that very few countries, if any, have done more and are better prepared to fight terrorism than this country.
Let me remind hon. members, because I think sometimes they forget, that if one thinks about murder, high treason, sabotage, hijacking, using explosives, offensive weapons on aircraft, endangering the safety of aircraft, money laundering, possession of proceeds of crime, conspiracy to commit any of those offences are all covered in our existing criminal code, for heaven's sake.

Mr. Speaker, as we well know, the vast majority of Canadians want reform of youth justice legislation in this country and that is what Bill C-7 does. In fact, the hon. member should be aware that in relation to Bill C-7, not only does it permit the province of Quebec to continue the approach it has taken, but in fact we are going to be providing all provinces and in particular the province of Quebec with more money by which to pursue their approach.

Mr. Speaker, as I said before, the country and the government have taken a leadership role in the fight against terrorism worldwide. Look at our new extradition act. Look at our new mutual legal assistance agreements. Look at the fact that we have ratified and implemented 10 of the UN terrorist conventions. Look at our new money laundering legislation.
In fact, I have made it plain in the House that we will implement the UN convention on the suppression of terrorist financing. It would be useful if you people on that side of the House got behind us and helped us.

Mr. Speaker, I want to refer to the hon. member's allegation that there are no laws in place that would permit seizure of assets. I refer the hon. member to subsection 3(2) of the United Nations Act which provides for civil forfeiture action against assets that are covered by the regulations, bin Laden's and his associates' assets.
