Mr. Speaker, the hon. member is confusing two things. One is the situation under the United Nations Act dealing specifically with bin Laden and those directly or indirectly associated with bin Laden. We have the legal infrastructure clearly in place to permit the freezing of assets in relation to any organization controlled by bin Laden or associated with him.
However the convention on the suppression of terrorist financing goes much further and that is why we are to amend the criminal code to ensure that we can implement the terms of that convention.

Mr. Speaker, if the hon. member is referring to how we go about implementing the UN convention on the suppression of terrorist financing, we are considering both a definition for terrorist organizations and the addition of a list of designated organizations that would be defined as terrorist organizations.

Mr. Speaker, I have made it plain that the government will take all necessary steps to ratify and implement both the UN convention on terrorist bombing and the UN convention on the suppression of terrorist financing. We will do that as quickly as possible. I call upon the opposition to ensure that this legislation receives speedy passage through the House.

Mr. Speaker, as I mentioned, first of all we have some of the most modern and toughest extradition laws in the world. Therefore if people come to Canada and a request is made to extradite them, we will extradite them.
As I have indicated before we have mutual legal assistance agreements with dozens of countries, including the United States of America. We work closely with our allies in the United States to ensure that we share information between our intelligence organizations, that we share information between our police, and the Department of Justice in this country acts closely with the department of justice in the United States.

Mr. Speaker, it is virtually impossible to respond to such an outrageous allegation. As the hon. member should know, we in fact have some of the toughest and most modern extradition laws in the world. We have mutual legal assistance agreements with the United States and many other countries.
I have indicated in the House that we are one of the few nations of the world that has signed all 12 UN conventions against terrorism. We are going to ratify and implement the remaining two, including the convention on the suppression of terrorist financing.

Mr. Speaker, in fact we enacted new extradition laws just two years ago in this country, ensuring that our extradition laws are some of the most effective, modern extradition laws in the world.
I can assure the hon. member that if we get a formal request of extradition from the United States of America that request will be acted upon with alacrity.

Let me reassure the hon. member that if he is in fact referring to the case of Suresh, this matter is before the court. We are awaiting judgment in this court. We will consider all our options in terms of any future arguments regarding the issues involved in Suresh.

Mr. Speaker, as I have indicated in the House before, the hon. member refers to the case of Burns and Rafay.
The supreme court was clear that, in relation to matters surrounding extradition, I do not have to seek assurances where the death penalty may be involved in exceptional circumstances. I will decide on a case by case basis as to whether there are exceptional circumstances that would not require me to seek assurances.
