Mr. Speaker, as the hon. member knows, we consulted widely with interested Canadians, with provincial and territorial governments, and in fact with all those interested in this subject in the opposition.
When the hon. member sees our new youth justice legislation this afternoon, I hope he will be able to support it as the vast majority of Canadians do.

Mr. Speaker, we have made it absolutely plain that the criminal law of the country applies to all Canadians.
It would not be appropriate for me or the solicitor general to comment upon law enforcement activities of local police forces in local communities around the country, but I can assure the hon. member that local police forces will enforce the criminal law, as they do now and as they will continue to do, whether it is in relation to firearm offences or other offences.

Mr. Speaker, this gives me the opportunity to bring colleagues in the House up to date on the phenomenal success of our firearms registration program.
As the hon. member may not be aware, well over 2 million of the some 2.3 million Canadian gun owners have sought licences and have complied with this law.
We continue to work with those who at this point do not have their licences. Let me inform the House that the success of this program is phenomenal. Since December 1, 1998, over 65,000 potentially dangerous gun sales have—

Mr. Speaker, I think the hon. member knows I did not suggest in my response to his first question that the harm was acceptable.
As I said, I had the opportunity to speak with the attorney general of Ontario. I understand that the attorney general will be writing to me about some of the questions he has around the possible clarification of the two exceptions identified by the supreme court.
I appreciate receiving those concerns. I told the attorney general of Ontario that I would work with him, with other provincial and territorial colleagues, with the police and with the prosecutors, and if clarification is required to protect our children—

Let me clarify that the history to which I am referring is the fact the hon. member is the former attorney general of the province of Manitoba. I look forward to working with him in the months and years ahead.
The hon. member raises an important question. Since the Supreme Court of Canada ruling in R v Sharpe, I made it plain that I would consult with provincial and territorial colleagues, the police and the prosecutors. In fact, if further clarification is required in relation to the two exemptions or exceptions set out by the supreme court, we in the House will undertake those clarifications.

Mr. Speaker, the allegations made by the information commissioner are very serious. I would presume that if he has evidence to back up those allegations he will be making that available to me. I would ask that he make that available to me, to the President of the Treasury Board and to others so that we can follow up on the information he has.

Mr. Speaker, in response to that specific situation, everyone in the House should know that case involved a private litigant who decided to contest the constitutionality of a section of the Access to Information Act.
I would point out to the hon. member that the information commissioner ultimately concluded that the absence of the attorney general at that stage of the proceedings was perhaps the better approach.
Gun Registry October 16th, 2000
Mr. Speaker, first let me take the opportunity to say that more gun owners in this country continue to comply with the gun registry than ever before.
As we always knew, legitimate gun owners are committed to gun safety and to complying with the gun registry and licensing provisions.
Let me inform the hon. member that to the best of my knowledge there has been no security breach. I would appreciate hearing from the hon. member rather than having him raising fears and scaremongering.

Mr. Speaker, in fact the hon. member knows full well that what he is presenting in those comments is a biased and unbalanced perspective on the information commissioner's report.
As I have said, unfortunately the information commissioner does not inform Canadians that the President of the Treasury Board and I on behalf of the government have commenced a full review of the access to information legislation.
