Statements in the House

Report Of Information Commissioner October 16th, 2000

Mr. Speaker, it is unfortunate that the information commissioner did not point out in his report that the President of the Treasury Board and I announced a review of both the administration of existing legislation and a review of the substance of existing legislation in August.

Aboriginal Affairs September 28th, 2000

Mr. Speaker, as the hon. member is probably aware, these claims reflect very complex and difficult issues. I think it is not appropriate for any of us in the House to attempt to score cheap political points out of the pain and suffering of victims of physical and sexual abuse.

Young Offenders September 28th, 2000

Mr. Speaker, as the hon. member should know, that is exactly what Bill C-3 does.

Firearms September 27th, 2000

Mr. Speaker, once again the hon. member has it all wrong.

Canadians are complying by the tens of thousands with our new firearms licensing and registry program. Let me reassure the hon. member that well over one million law-abiding firearms owners have been licensed in the past number of months. We are receiving tens of thousands of licences on a weekly basis. We are processing tens of thousands of licences.

Canadians want to comply with this law. It is too bad the Canadian Alliance does not want to comply with it.

Young Offenders Act September 26th, 2000

Mr. Speaker, in fact our youth justice legislation applies in all provinces and territories. As I have said before, there is sufficient flexibility in the legislation to ensure that the province of Quebec can continue to do that which it is presently doing in relation to youth justice.

Young Offenders Act September 26th, 2000

Mr. Speaker, because in fact that which the hon. member suggested is not necessary. Within Bill C-3 there is all necessary flexibility for the province of Quebec to continue to deal with youth justice issues in the way it does presently.

Young Offenders Act September 26th, 2000

Mr. Speaker, the government has listened to the many witnesses who appeared before the committee in relation to Bill C-3.

In response to that we introduced a number of amendments. Let me reassure the hon. leader of the third party that those amendments have three purposes: to decrease complexity in the legislation, to increase clarity, and to increase flexibility to all provinces and territories that choose to use it.

Young Offenders Act September 26th, 2000

Yes, Mr. Speaker, in fact I do.

Youth Justice September 25th, 2000

Mr. Speaker, if the hon. member is suggesting that we should criminalize 10-year old children, we on this side of the House profoundly disagree with him.

Youth Justice September 25th, 2000

Mr. Speaker, as the hon. member and many others in the House know, we have been debating the issue of youth justice in the country for two and one-half years.

As part of our new youth justice strategy we have new youth justice legislation. It is before the House for debate now. Unfortunately there have been those who have attempted, dare I say, to distort or obstruct the process of honest debate on all sides of the House.

I would say to the hon. member that on this side of the House we believe we have a balanced package.
