Mr. Speaker, we take the recommendations of the privacy commissioner very seriously. In fact my colleagues and I understand that the Privacy Act, as it exists, has been in existence for some time. With the advent of new technology indeed it probably is time to review the existing Privacy Act.

Mr. Speaker, I understand that Mr. Truscott and his counsel are holding a press conference probably at this very moment. At this point I have not heard and I have not received anything, either official or unofficial, from Mr. Truscott's counsel, but as soon as I do I will act upon it in a timely fashion.

Mr. Speaker, let me reassure the hon. member, as I have before, that there is absolutely nothing in Bill C-3 which would require the province of Quebec or any agency or program in Quebec to change what it is presently doing.

Mr. Speaker, let me clarify what the National Council of Welfare said yesterday. It said that incarceration is used too much in this country when one is dealing with first time and non-violent young offenders. In fact, we on this side of the House agree with that.

One of the main purposes of Bill C-3 is to divert first time and non-violent young offenders out of the formal justice system and hopefully to avoid incarceration.

Mr. Speaker, let me again reassure the hon. leader of the third party that there is absolutely nothing in the legislation that interferes with policies and programs presently in place in the province of Quebec dealing with young offenders.

In fact, there is much in the legislation that will enhance the existing programs. With additional financial resources from the federal government, the province of Quebec will be able to do more to assist young offenders.

Mr. Speaker, as I have before, let me reassure the hon. leader of the third party that there is absolutely nothing in Bill C-3 that interferes with the way Quebec deals with young offenders.

Mr. Speaker, as the hon. member should know since he serves on the justice committee, one of the important goals of Bill C-3 is to ensure that fewer young people go to jail. Unfortunately this country has one of the highest incarceration rates for young people. One of the important new goals of Bill C-3 is to keep young people out of jail.

Mr. Speaker, I have said many times before in the House that Bill C-3 is flexible legislation that respects the approach of the province of Quebec.

As I have also indicated, I have asked the hon. member on a number of occasions for an indication of what programs or initiatives presently carried on in Quebec could not continue to be carried on under the new legislation. So far I have not received any such list.

Mr. Speaker, I have no doubt whatsoever that the Attorney General of British Columbia is as concerned about this matter as all Canadians.

As I have said already, I think that if the Attorney General of British Columbia for any reason wants to speak to me about this situation or any other I will be happy to speak to him.

Mr. Speaker, this is obviously a very tragic and sad situation. It is also a matter that I think is better taken up by the Attorney General of British Columbia. If the Attorney General of British Columbia wishes to speak to me about this or any other matter, I am happy to do so.
