Mr. Speaker, let me say on behalf of my colleague the Minister of Citizenship and Immigration that we have every confidence in the quality and ability of those who are appointed to the IRB. I will take the opportunity to raise the concern that you have brought up today with my colleague upon her return.

Mr. Speaker, as the hon. member is probably aware, my predecessor provided Mr. Kelly with a section 690 remedy in referring the case to the Ontario Court of Appeal. The Ontario Court of Appeal rendered its judgment some months ago.
I have reviewed that judgment as well as information and submissions made on behalf of Mr. Kelly. After a thorough review of that information and the judgment of the Ontario Court of Appeal, I concluded that there was no basis to seek a retrial or referral of Mr. Kelly's case to any other judicial body.

Mr. Speaker, the hon. member knows the Supreme Court of Canada recently rendered a judgment that provides guidance to lower courts in relation to the use of conditional sentences. In addition, I know the hon. member is aware, since he is a member of the justice and human rights committee, that I have asked that committee to do a thorough review of the use of conditional sentences within this country. I look forward to receiving that report from the committee.
Gun Control May 2nd, 2000
Mr. Speaker, I do want to confirm that Canadian and U.S. authorities have uncovered what is believed to be the largest international firearms smuggling ring in North America.
Over 22,000 firearms and components were seized. To quote the Toronto police service which was involved in this seizure, “the investigation commenced as a result of the new Firearms Act that included the creation of the Canadian firearms registration system”.

Mr. Speaker, far from having the Quebec model disappear, the proposed new youth justice act will enhance and encourage many of the strategies that the province of Quebec and agencies and programs supported by it have in place.
I continue to ask the hon. member for identification of any programs or initiatives presently undertaken in the province that would not be continued under the proposed law. He has not gotten back to me yet.

Mr. Speaker, as I have indicated, Bill C-3 is a flexible piece of legislation that will permit Quebec to continue to do those things in the area of youth justice it is presently doing.

Mr. Speaker, we believe that our new youth justice legislation provides a flexible framework within which jurisdictions can implement the legislation in light of their local needs and preferences.
As the hon. member knows, I have asked him to identify any existing policies or programs in Quebec that could not continue under the new legislation. So far I have not heard from him.

Gun Registry April 10th, 2000
Mr. Speaker, the hon. member talks about a registry system that does not work. Let me share with the House that since December 1, 1998 over 3,600 potentially dangerous gun sales were sent for further investigation, 690 licence applications have been refused, and 832 licences have been revoked. We are at work making Canada safe for all Canadians.
