Mr. Speaker, in listing Hezbollah's military wing we freeze all its assets and we prohibit any fundraising. It does not have charitable status in Canada and the activities to which the hon. member expresses his concerns and views are simply being very carefully monitored by CSIS at all times.

Mr. Speaker, as has been said several times in the House, we have listed the military wing of Hezbollah. In that regard we join all of our other allies. We have not listed the political wing of Hezbollah, nor have the British, nor have the Europeans.

If the hon. member or anyone has any information regarding terrorist activities in Canada, it is incumbent on them to bring them forward to the Solicitor General, which he made adequately clear in the House yesterday.

Mr. Speaker, the APEC meeting has just begun. Our Minister of Foreign Affairs is there engaging with his counterparts from Pacific and other areas. As they come together in Mexico, many issues will be discussed. Since the meeting has just begun, I am sure they are determining the priorities at this time.

Communities in Bloom October 21st, 2002

Mr. Speaker, I rise today to applaud the efforts of the city of Barrie which, along with the Parish of Saint Hellier, capital of the island of Jersey in Great Britain, took first place in the international challenge category of the 2002 Communities in Bloom competition. This competition is a national municipal beautification contest with a focus on flowers, landscaping, gardens and environmental awareness.

The city of Barrie entered 320 gardens, competing with gardens from Ireland, England and the United States. It was its first time competing in the international category. Many thanks to city of Barrie alderman Patricia Copeland, and Mona Boyd, the city's horticultural supervisor who supported the city's participation in this event.

Congratulations to the city of Barrie for its bloomin' success.

Points of Order October 11th, 2002

Mr. Speaker, I would just make one small point. There was no divergence in the Prime Minister's speech yesterday to the young people at that school. He did not depart from the position of the government which is that we continue to support a new resolution or resolutions through the Security Council, that the onus is with the Security Council and it is in that regard that Canada views the Iraqi situation. There has been no change or divergence or major policy announcement.

Zimbabwe October 11th, 2002

Mr. Speaker, we have indeed been calling for action through the Commonwealth. We were disappointed at the September 23 meeting of the troika. We continue to press as much as we can in that alliance with the Commonwealth to compel responsibility on the part of all members to bring action against Mr. Mugabe.

Iraq October 11th, 2002

Mr. Speaker, our focus has always been, first and foremost, that we get Iraqi agreement to disarm through unconditional arms inspections, but we have always emphasized that where we wanted to go is to the United Nations, to a United Nations resolution. Our concern was that a pre-emptive strike was never one that was the Canadian route and always our emphasis was to go to through United Nations.

International Criminal Court October 8th, 2002

Mr. Speaker, the president has continued to focus on the United Nations Security Council as the proper forum for discussion and debate. He also said and acknowledges as we do that is where the important decision regarding a new resolution will be taken, and it is from that body's actions that decisions will comply.

Our emphasis has always been that it is the Security Council that should be dealing with the Iraqi situation, multilaterally through the United Nations. The obligations of Iraq are to the Security Council. It is that body that should be taking the lead in ensuring the resolution is respected.

Mr. Speaker, pursuant to Standing Order 34, I have the honour to present to the House, in both official languages, the report of the delegation of the Canada-Europe Parliamentary Association to the third part of the 2002 ordinary session of the parliamentary assembly of the Council of Europe, held in Strasbourg, France, from June 24 to 28, 2002.

Madam Speaker, I listened carefully to the hon. member's colleague from Edmonton Southwest. The latter member gave a thoughtful discourse, which he is want to do in other venues where I have accompanied him.

I would ask the hon. member who has just concluded his remarks whether he would agree with the hon. member for Edmonton Southwest who believes that it is necessary, in the event that there is an action against Iraq, that there be a commensurate and large commitment to the reconstruction of that country following such a military action? Does he believe that such a commitment exists on the part of the United States and Great Britain to do so at this time?
