Mr. Speaker, we have an infrastructure program at the moment, and its total cost is $7 billion. As a priority, we have set green infrastructures, where we can improve air and water quality.

As the result of our agreements with the provinces, at least 50% of the money will be dedicated to this very problem, about $3 billion. This speaks of this government's commitment.

Treasury Board May 17th, 2001

Mr. Speaker, performance pay is not automatic for all senior executives.

It is a new way of paying those among them who have been set very specific objectives. It is a new approach to remuneration for that group.

Even the Strong report said that it was premature to reach a judgement on implementation at this time, because it is just beginning to be used. Next year, or the year after that, we will be in a position to know with some accuracy whether the objectives have been met.

Mr. Speaker, this is a program of $6 billion which will help municipalities across the country to have good infrastructure and to improve the quality of the air and water for their citizens. This is a major effort from our government to help municipalities achieve those goals.

Mr. Speaker, when the government announced the municipal infrastructure program, a $2 billion program which will generate investments of $6 billion in this country, we said very clearly that priority should be given to green infrastructures, which will improve the quality of air and water for the citizens of this country.

That is what the Canadian government has done. I understand that the provinces and municipalities have already submitted projects seeking to resolve this problem.

Once again, I will read from the article, which quotes the treasury board secretariat director. He said:

That's a regulatory change and we still have not gone to ministers or anything like that, so they may say that's not an acceptable thing to do.

Let us be cautious with the conclusions here. This is not the plan of the government.

I would perhaps ask the opposition member to be much more prudent and note what the official said to journalists.

The director said that the regulatory change still has not gone to cabinet.

The official was talking about working hypotheses with the journalist. I find it regrettable that the opposition member implies that the government has made a decision in this regard, which is simply not the case.

Volunteerism April 24th, 2001

Mr. Speaker, the Government of Canada considers the voluntary and community sector vital to the social and economic development of our society.

This is why the government intends to sign a formal agreement with the voluntary sector this year, in order to share a common vision and establish a new relationship.

I think this week provides an opportunity for MPs to recognize the work done by the thousands of volunteers in this country who help improve the quality of life of our citizens and to encourage even more people to get involved in the voluntary sector.

Public Service April 24th, 2001

Mr. Speaker, this is a firm commitment, one which was included in the Speech from the Throne, by our government, a firm commitment by our Prime Minister to have a public service which is able to meet the challenges of the 21st century in order to continue to ensure top-notch services to Canadians.

So the government's intentions are there. We have a task force in place and in the coming months people will already start seeing changes to the system, which will help us to improve it.
