Mr. Speaker, I would be very surprised to learn that the chair of the Standing Committee on Public Accounts did not agree with the conclusions of the auditor general, who is asking us to undertake a reform of the entire human resources management system.
That is precisely what we are going to do. We are going to have an action plan, which we will implement over the next 18 months, for the future of the public service, which is so essential in ensuring good services to all Canadians.
Financial Information Strategy April 2nd, 2001
Mr. Speaker, I am pleased to announce the successful implementation of the financial information strategy in all the departments and agencies on April 1, 2001.
Let me take this opportunity to thank the members of the Standing Committee of Public Accounts and the auditor general for their support on the FIS, which we have to realize is the biggest change in accountability and financial reporting to parliament since Confederation. The information that it will generate will permit all Canadians and parliamentarians to know more about the results of the programs and related costs.
Estimates March 29th, 2001
Mr. Speaker, I would like to table, on behalf of my colleagues, part III of the Estimates consisting of 87 departmental expenditure plans and priorities.
These documents will be distributed to the members of the standing committees to assist in their consideration of the spending authorities sought in part II of the Estimates.

Mr. Speaker, this is not a policy. This is legislation that was passed by the Conservative government in 1992. We respect the legislation and I think the Governor General respects the legislation and is following the criteria of the legislation as directly as possible. I believe each department has to decide how it applies the legislation.

Mr. Speaker, section 13 of the Public Service Employment Act provides for the establishment of geographic criteria.
Does the House know which government revised that legislation in parliament in 1992? It was the Conservative government. I am very surprised by the question that I have been asked today.

Mr. Speaker, unlike the Bloc Quebecois, I have the pleasure of working in both official languages of this country in my own department.

Mr. Speaker, the government takes very seriously the equitable participation of francophones in this government, in proportion to Canada's population.
Furthermore, when we look at the public service as a whole, francophones are strongly represented. Clearly, if some francophones leave the smaller group of deputy ministers, this reduces the percentage, but we are doing everything possible to achieve equitable participation in our government.
