It is internationally respected and it is on the job now. It is master of its own proceedings. This government respects this parliament's decision to establish that commission.

Mr. Speaker, in 1988 parliament decided how to deal with citizens' complaints against the RCMP. It created the Public Complaints Commission. It has operated effectively for 10 years. That is the way parliament decided to deal with such situations and that is what is happening now.

Mr. Speaker, the member is absolutely wrong. The complainants have access to challenge the decision of the counsel to the commission, and the counsel to the commission is doing his job by showing them how to do that according to the rules of the public complaints commission. That is how it is done.
