Mr. Speaker, yesterday's question period revealed that the Prime Minister does not care about credibility. On June 12, 1991, he said:

If there is any bungling in the department, nobody will be singled out. The minister will have to take the responsibility.

Yet the Prime Minister made a spectacle of defending the HRD minister. The Prime Minister has no regard for integrity. His minister knew of the bungling of the transitional jobs fund. Yet he defended her when she told the House and Canadians that everything was all right. She now admits that was not true but what she says now is true. Can we believe her? We only know for certain what the auditors have shown us: mismanagement and ineptitude.

The Liberals do not care about how they spend taxpayer money. They just want more of it. There were 37 tax increases since they took office. As the latest billion dollar boondoggle glaringly shows, when the Liberals get our money they abuse it, misuse it and lose it.

Madam Speaker, I have two petitions on exactly the same subject so I will just read it once.

The petitioners petition parliament to repeal subsection 13(5) of the Canada Post Corporation Act.

[Transport, December 17th, 1999]

Mr. Speaker, my question is for the Minister of Transport.

The national highway system is a network of primary roads that provide for interprovincial and international trade and travel. All, not part of Highway 97 in B.C. qualifies as being part of the national highway system.

When will the Minister of Transport designate all of Highway 97 in B.C. as being part of the national highway system?

Mr. Speaker, the issue is that René Fugère represented the Prime Minister in his riding when he was out of town. He even spoke on his behalf. For helping the Prime Minister broker a deal with shady hoteliers, René Fugère got $11,500 and the Prime Minister does nothing about it. Why does the Prime Minister turn a blind eye?

Mr. Speaker, I rise on a point of order. In the interests of the short time we have left before Christmas and the fact that a number of petitions have been given to us for presentation to the House, I wonder if we could get through the usual Routine Proceedings. I suggest that we present petitions at this point. It is my understanding that if we could get the unanimous consent of the House, we could present some petitions. My hon. colleague from Calgary Centre has a number of petitions to present and so do I.
