Transport 2000 June 6th, 2003

Mr. Speaker, I repeat, we received no request from Transport 2000. The Canadian Urban Transit Association, CUTA, has been organizing a Canada-wide bilingual campaign around Clean Air Day and sustainable transportation since 2000. Sixty-five transit companies across the country belong to CUTA, including most of the companies in Quebec.

Mr. Speaker, my letter to the chair of Transport 2000 was in French. I do not think it contained one single word of English. Since I sent the letter and despite numerous requests by Environment Canada program agencies, Transport 2000 has not submitted an official application for federal contributions to organize Clean Air Day 2003, in Montreal or Quebec City.

Mr. Speaker, on February 13, I wrote to the chair of Transport 2000 to make an offer of collaboration. Unfortunately, I never received a reply. I am therefore very surprised by the press release the hon. member mentioned just now. Environment Canada did not refuse to cooperate; it is Transport 2000 that never asked us to do so.

Emergency Assistance June 6th, 2003

Mr. Speaker, as I indicated earlier, the issue of disaster relief funds is being discussed by the two governments in an amicable way. We fully expect this matter to be resolved effectively.

There is disaster relief legislation and funding under it. We have discussions with provinces frequently throughout every year that I have been in Parliament. It is not unusual for discussions to take place as to exactly how relief should be provided and to ensure there is no unfairness in any program that is put forward.

Emergency Assistance June 6th, 2003

Mr. Speaker, certainly the hon. Leader of the Opposition has correctly identified the close cooperation between the federal and Ontario governments in handling the SARS crisis. I would like on behalf of the House to thank the health care professionals who did such an outstanding job in dealing with the crisis.

We will be discussing the issue of emergency compensation with the Ontario government as he has indicated as we proceed. We expect that there will be announcements in this regard in due course.

The Environment June 5th, 2003

Mr. Speaker, we are taking a phased approach to the act, most of which, by the way, came into force today, so we can have the assessment listing, recovery and stewardship programs moving forward as soon as possible.

We obviously have some important work to do to effectively synchronize with other legislation, for example, the Fisheries Act and the Migratory Birds Convention Act. Therefore the remaining provisions will come in one year from now.

Mr. Speaker, I am sure the hon. member is well aware of the clean fuels and engines program of the Government of Canada which extends over 10 years. The fact is we are reducing the amount of emissions that create smog from the average vehicle in Canada by 90% and the average SUV of last year by 95%, and it will happen over the next four years.

He knows that. He knows the same measures are being taken with respect to diesel fuel and on-road diesel. He knows we have measures in place for small engines, such as lawn mowers, weed trimmers, snowmobiles, et cetera. I suggest he just looks at the record once again.

Mr. Speaker, the purpose of increasing the expenditure by some $75 million over the next five years for the Meteorological Service of Canada and the rationalization of services was to improve the service to Canadians in rural and in urban Canada.

We have succeeded in doing that with better forecasting and more frequent forecasting. This has led of course to changes in the personnel in various communities, including Gander. We have attempted to do our very best to make sure that the professional personnel in Gander remain there and handle a major marine section for both west and east coast.

Mr. Speaker, this is strange advice coming from a member who goes on Fox TV to embarrass Canada and has referred to Canada publicly as a second rate country.

The party's former leader did the infamous chicken little tour of the world in which he warned that the Canadian economy was in collapse. This is the party that consistently underrates Canada and its ability to surmount difficulties, and consistently downgrades Canada when it should be bragging about its successes.

Tourist Industry May 29th, 2003

Mr. Speaker, the Prime Minister has taken a number of steps, as has the government as a whole, to deal with the SARS issue. The essential issue is of course restoring confidence.

I would like to congratulate the Minister of Health, the minister of Health for Ontario, as well as all the health workers in Ontario, for the work that they did to ensure this matter was handled so well.
