Mr. Speaker, the Prime Minister said very clearly that he was concerned with the world not falling back into the situation we faced in the early nineties where we had huge deficits, high unemployment, raging inflation, and indeed, economic stagnation.

The Prime Minister is discussing with other world leaders how the world economy can proceed further. It is only sensible that he discusses the successes of Canada in this global economy.

Mr. Speaker, the hon. member may think she is able to walk and chew gum at the same time. What she is really asking us to do is make up our mind before we have heard parliamentarians and the Canadian public. We are working on that basis.

After some of her other representations, I am pleased to see that she has read the Prime Minister's comments in response to questions yesterday because she paraphrased some of those, and also the excellent work of the Minister of Foreign Affairs whose speech she also paraphrased in her comments a moment ago.

Mr. Speaker, the problem with Alliance members is that they would like to have debates in the House of Commons so that the views of members can be fully canvassed. And then when we have one, as we did yesterday on this very issue, they complain that we did not come forward with a government position and a dictate as to what should be done.

We have been listening to the members of the House from all parties including the Alliance, and therefore, after yesterday's debate, we feel we are in a better position to consider these matters and to make a decision in due course.

Mr. Speaker, this is a very important step forward in our national program of integrating environmental considerations into key economic decisions. The three recommendations are very important, a small set of key indicators investing in a Canadian information system for the environment and investing in the development of natural capital accounts.

I would like to thank the hon. member for Leeds—Grenville for his Motion No. 385 which has focused attention on this issue. It has been very helpful.

Mr. Speaker, the issue raised by the right hon. gentleman has been raised before in the House. The hon. member for LaSalle—Émard has time after time clearly indicated that he recused himself from all cabinet discussions in which any interest of his might be affected. That was the case. Time after time this has been looked at and time after time it has been proved that he really is absolutely without blame on any aspect of this.

It really would be advisable for the right hon. gentleman, in his last week or two in the House, to adopt a higher tone and more appropriate behaviour.

Mr. Speaker, the unparliamentary language of the member opposite who asked the question is regrettable. I can point out to him, however, that when he quotes government documents about the issue, it is pretty clear the government is taking it seriously and is in fact applying the law.

Mr. Speaker, all infractions of the legislation in question and the regulations under that legislation are pursued by Environment Canada, by Transport Canada, by Fisheries and Oceans Canada, by the Department of National Defence. As appropriate we insist on applying the law in these cases because we understand the consequences of not doing so.

Mr. Speaker, when any member of the Alliance is mentioned as having an education, no wonder Alliance members stand up.

The fact is, we are following every possible approach we can to minimize the West Nile problem for summer camps and for others in Canada.

Mr. Speaker, I wish to correct the hon. member. He says on the World Health Organization that the approach taken a month ago was inadequate. A month ago the World Health Organization said:

...what has been going on in Canada, including the system of notifying airline passengers and of screening airline passengers, has been shared with other countries as an example of best practices.

That is what we did.
