Mr. Speaker, my department is quite aware of what can happen in a strike situation.

Last year 95% of these disputes were settled and they were settled at the last minute. I urge the parties to negotiate in good faith. Hopefully there will not be a strike and lockout. At this time it is crucial that we let the process work.

Mr. Speaker, both parties are sitting down and both parties are bargaining in good faith. We must let the process work.

Experience has shown us that a lot of these disputes are settled at the last hour. I urge the hon. member to let the process work in this situation.

Mr. Speaker, we understand that across Canada it is a serious problem. Members on this side of the House are as concerned as the hon. member. However, it must be realized that we are putting $1.9 billion into social housing. We have put $50 million more into RRAP funding and many, many projects are growing through the RRAP program. We are seeing them being built across the country. We are doing something at this time.

Mr. Speaker, if the hon. member had read the throne speech, she would have seen that the government said it would work on the root causes of homelessness, on shelters and on support services.

We are doing a lot of that now. We are putting $1.9 billion into social housing. We have added another $50 million to the RRAP, which does a lot of good work in the hon. member's riding. Health Canada and the Department of Human Resources are also putting money toward homelessness.

Mr. Speaker, as I said this week to the hon. member, there are two phases to homelessness. One phase is the emergency phase, which is this winter, and what we are able to do for that. The people in my secretariat have been in touch with all the communities across the country because I am also very concerned about having enough beds for people this winter.

I have also been working on the long term sustainable part of homelessness in Canada and I will continue to work on it.

Mr. Speaker, I saw people with psychiatric illness, I saw poor people, I saw young people who had been in numerous foster homes.

What was I told by all the community agencies? That they want to work along with the Government of Canada, with the provinces and municipalities. That is what we are going to do.

Mr. Speaker, during my travels across Canada, I met people in every community who had been in psychiatric hospitals.

More important still, the representatives of municipalities and communities told me how they had suffered these past 15 years from budget cuts. They asked us to get involved. What did we do? In the last two budgets we made transfer payments to the provinces. We added $11.5 billion more for health, $2 billion for child benefits, $1.9 billion for social housing. As Liberals, we shall continue along these same lines.

Homelessness October 27th, 1999

Mr. Speaker, I was supposed to be in Mexico Wednesday, but as members are aware, there was a vote in the House on the Thursday evening. I got to Mexico at midnight Thursday, and left after my Saturday evening meetings, or in other words on the Sunday morning. I took part in meetings Friday and Saturday.

I did not say I was the one working seven days a week, but the people who were given all of the recommendations on the homeless after the throne speech and my trip have been working seven days a week.

Mr. Speaker, the Minister of Labour was in Mexico meeting her Mexican and American counterparts on labour issues. I must tell the member that we are in the forefront on that issue.

On the issue of me dancing in the streets for the throne speech, when the reporter called I said that I had worked with children for 31 years and that having listened to every budget and every throne speech, and having heard the Prime Minister in his throne speech mention children, I wanted to dance in the streets.
