Agriculture March 1st, 2001

Mr. Speaker, my question is for the Minister of Agriculture.

For months now the members on this side, both rural and urban, have been lobbying the minister to get more money for farmers to help them through this difficult time. He has made an announcement today of an extra half a billion dollars worth of funding for farmers.

I want to know how that will work coupled with the programs that we have in place already.

Species At Risk Act February 28th, 2001

Madam Speaker, I listened with great interest to the speech made by the member for Yukon. I am still an active farmer. What happens if farmers do find an endangered species on their farm? What type of compensation will be in place for them so they will not have to resort to what I refer to as the three s 's: shoot, shovel and shut up? Could the member tell us what type of compensation package would be available?

Agriculture February 27th, 2001

Mr. Speaker, the national Liberal rural caucus is meeting with farmers and farm organizations from across the country to discuss the serious challenges facing family farmers today.

As chair of rural caucus I would like to express my appreciation of, support for and commitment to Canada's agricultural producers.

As a government we need to focus our attention on agriculture, particularly now that our producers are experiencing difficult times. Canada's future food security depends on the action that we take today.

Employment Insurance Act February 13th, 2001

Madam Speaker, I appreciate the opportunity to speak on this very important piece of legislation. This bill illustrates once again the progressive agenda of the government.

The agenda was set with foresight in the beginning and has been followed consistently ever since. This is an agenda that was vindicated by Canadians in the last election. The critics of the government claim that the contents of Bill C-2 represent backtracking on the reforms introduced in 1996. Nothing could be further from the truth.

If members will recall, it was generally agreed during the early days of this government that the unemployment insurance scheme had to be replaced. Everybody agreed to that. After much consultation with Canadians and despite the outraged cries of the opposition, the government brought in a program to replace the old regime with the employment insurance program.

The new plan was designed to be sustainable, to be fair, to encourage work, to reduce dependency on benefits and to assist those in need and help workers get back to work and stay at work. These goals are being achieved by the employment insurance program.

The program was implemented with the knowledge that being new it would not necessarily be perfect. We knew that time would show up areas requiring improvement. The legislation allowed for a period of continuous monitoring and assessment of the program to measure its impact on people, communities and the economy.

This is not the first time adjustments to the EI regime have proven necessary. The government acted quickly in 1997 to launch the small weeks pilot project in order to correct a disincentive for some people to work weeks with low incomes. Our studies and discussions with Canadians have shown us that while many parts of the EI program are working well, there are some provisions that have proven ineffective or in some cases, punitive, particularly toward seasonal workers.

We have always had and always will have seasonal industries in Canada. These industries are in fact vital to our economic well-being. Because these industries by definition employ people for only part of the year, we must ensure that our economic and social programs include these workers.

While EI aims at helping all unemployed workers, we also have to recognize that some groups, such as seasonal workers, have particular needs and that the program does indeed have special features built in to benefit seasonal workers. The hours based system, for example, takes into account the fact that seasonal work often includes long hours of work over a short number of weeks. As a farmer I can attest to that.

As I have mentioned, one of the intentions of the EI program is to reduce dependence on benefits by all Canadian workers, including of course seasonal workers. The so-called intensity rule was therefore introduced to discourage the repeat use of EI benefits by reducing the benefit rate of frequent claimants. It was designed to encourage people to take work.

However, we have gone through a period of unprecedented economic growth and not all Canadians have benefited equally. Seasonal workers tend to be among those whose fortunes have not improved in step with the overall economy. Some regions still experience double digit unemployment rates. This is reflected in our monitoring and assessment reports. They indicate that the proportion of benefits paid out to frequent claimants has remained stable at around 40% since the introduction of the intensity rule.

The unavoidable fact is that many seasonal workers may have little choice but to resort to EI benefits. There simply may not be enough job opportunities available to them in the off season. In other words, what was intended as a disincentive to rely on benefits has become a punitive measure where there are few alternatives available. That is why Bill C-2 proposes the removal of the intensity rule.

Meanwhile, to provide a real solution to workers in these circumstances, the EI program retains one of its most important provisions, the active measures under part II, the employment benefit support measures.

Using these instruments, the government will continue to work with the provinces and the territories and at the local level to develop long term solutions that will diversify local economies and make them self-supporting in providing jobs. The long term solutions require a concerted effort by all levels of government, businesses, community leaders and other Canadians to develop effective measures.

We need measures to ensure that the necessary education and training opportunities are there for the workers in the seasonal industries. We need measures to promote economic diversity in communities that rely on seasonal work. We need measures to build the capacity of communities to become economically self-sustaining. The government continues and will continue to work in partnership with all Canadians to ensure that these measures are developed and put in place. That is our commitment.

In the meantime, we should not forget that the new EI system introduced in 1996 and subsequently improved remains effective, equitable and responsible. The hours based eligibility system provides access to benefits to people who were not previously covered, including some seasonal workers and part time workers.

The first dollar coverage introduced by EI has removed the incentive for employers to limit part time work in order to avoid paying premiums. The changes contemplated in Bill C-2 will improve the plan even further, helping to ensure fairness and to serve the interests of Canadians in the labour market.

The EI reforms of 1996 represented the most fundamental restructuring of the unemployment insurance scheme in 25 years. While debating the proposed areas of adjustment, we should bear in mind that the core elements of EI are being maintained because they work. I want to stress that. Why throw something out when we know it works. That does not mean that the program is fixed in amber.

The government will continue to monitor and assess employment insurance and make changes if it becomes apparent. It is just being flexible and that is what the government has always been all about.

Young Offenders Act February 9th, 2001

Mr. Speaker, the Minister of Justice just reintroduced legislation on youth justice. Already some are saying that it will hinder how the provinces can deal with youth justice under their own jurisdiction.

Could the Parliamentary Secretary to the Minister of Justice tell us if this is true, or does the legislation actually help the provinces do the job better?

Madam Speaker, I listened with great interest to the member across the way. Quite frankly, any time any one of us in this House has run for politics, we have always been trying to make Canada a better place. We put forward our ideas to the voters. We take the chance and give the voters the opportunity to vote on whether or not they want us.

Would the member answer this question for me. I will go to the issue of the pension on his side of the House. The member for St. Albert had the fortitude to stand in front of his voters and say “I am going to go back into the pension”. He put that up front so they could vote on it. The members for Edmonton North and Medicine Hat went in front of the voters and were not honest with them. They ran on the fact that they were not going to take the pension. Then, less than three months after the election they vest back into the pension. That is not fair.

That party across the way talks about recall. I would like the member to make a comment on whether or not he feels that these members should go back on recall to their voters and let their voters vote on whether or not they are going to take the pension.

Mr. Speaker, I listened with a lot of interest to the speech across the way. The member talked about ethics and credibility. I am 100% in support of what he said but I have a question for him.

However, we are not quite three months after the election and just recently two of his colleagues, the member for Edmonton North and the member for Medicine Hat said they would be taking the pension. However, in the last three elections they campaigned against taking a pension.

How fair is that to the voters in those two ridings who listened to these two individuals at all candidates debates say they would not take a pension? Then, less than three months after the election they reversed their decisions. That is the party that talks about recall. Should ethics not demand that those members voluntarily put themselves forward for recall and that a byelection be called in their ridings to give the voters a chance to vote on this?

Speech From The Throne February 1st, 2001

Madam Speaker, the member for Elk Island asked a very good question.

I have been on the standing committee on agriculture since I was first elected in 1993. I am very proud of the committee that I sit on because all parties work together. Partisan politics stay at the door when we go into that committee.

We are all farmers on the committee. We know agriculture inside and out. I believe that as soon as the committee is up and running we are going to put our voice to the minister as loudly and as immediately as we possibly can. This is a time clock that is ticking.

Whether we use a spring cash advance for instance is one thing. However, in my mind $20,000 in an interest free loan is not enough. However, it has to be more than that. That would be the first thing we could do to address this immediate problem of getting the seeds into the ground.

Obviously the next problem is going to be in the fall when the products are coming off the fields. We want to make sure there is something in place so farmers can break even and make some money. That is what we will be working toward.

Speech From The Throne February 1st, 2001

I hear the comment from the other side. I agree it is a shame. Farmers today work hard and deserve a fair return for their product. The biggest problem that I see right now within the farming sector is that farmers have become price takers. They are told what they will get for their product, whether it is fair or not, and that is it.

The international subsidy war we are into right now is about as bad as what it was in 1984. It has to be rectified or we will lose a base industry called agriculture. The agri-food industry is second only to our automotive industry.

My colleagues and I are working hard to make sure that does not happen. There is a clock ticking right now and it is called spring planting. We have 60 to 90 days. At that point in time a challenge will face the government, members of the House and those on the Standing Committee on Agriculture and Agri-Food and the Standing Committee on Finance because there will have to be money for this. How do we help farmers get the seeds in the ground when they have to be planted? That is the question.

I am a member of parliament from Ontario and I am still an active farmer. Each year I hold an agriculture round table at the OAC in Guelph. It was held on January 17 of this year, at which point in time we discussed a number of initiatives. We discussed research and development in Ontario and Canada. Twenty-four commodity groups representing the agricultural industry in Ontario and six members of parliament were sitting on a panel listening to their problems and discussing the solutions. We affectionately call the exercise a brick and a bouquet meeting.

We do not have the press there. It is a kitchen table meeting with farmers sitting around the table, talking about agriculture and the problems facing it today. Yes, we come up with solutions to different problems. We discuss biotechnology, which is a major issue for our industry right now. A number of ideas and concerns came forward in that regard.

We discussed the Canadian Food Inspection Agency. We discussed the environment and the fact that farmers in Ontario think that the environmental farm plan is an excellent program that was put forward by CARD and should be continued instead of being cancelled on March 31, 2001.

If people have read the paper as to the environment issues facing agriculture, Walkerton for instance, the environmental farm plan sets a good basis for the agricultural industry to work from, to work on issues like nutrient management.

We also discussed at great length the farm income safety nets and agricultural trade issues. We looked at the fact that right now the federal government, through the Canada farm income program, is putting in $3.3 billion over the next three years. The provinces are also stepping up to the plate to the tune of $2.2 billion, making a total program expenditure over the next three years of $5.5 billion.

We discussed programs like NISA, crop insurance, fall cash advances and province specific companion programs like market revenue. We discussed the issue that Ontario producers will receive $3.3 billion in federal support for core safety net programs, which is an increase of 30% over the previous allotment.

We also discussed the issue of the WTO negotiations. We have a lot of concerns about subsidies because that is the biggest problem for the commodity prices right now. It is causing overproduction and downward pressure on commodity prices.

One of the issues that came out loud and clear last year during the 11 meetings held across Ontario with the grain and oilseed producers was the fact that after the cost of putting their seed in the ground, the escalating costs of diesel fuel, the cost of their time and the depreciation on equipment, there was nothing left over. They in fact said that they were in the red. They said that they could only keep that up for a certain amount of time before the bank would be at the front gate and it would be 1984 all over again.

As soon as the committees are up and running, those are the issues that we as a government have to look at immediately. I see it as a two pronged point. I go back to crisis management. We have a crisis that will happen this spring and, quite frankly, we need solution within the next 60 days to answer that crisis. We have to go a step past that to make sure that we have long term programs in place so we do not keep going from crisis to crisis within the agricultural sector.

The general consensus that came from the meeting in Guelph, after we had looked at all the programs that are in place, was that we do not need new programs. What we need are the programs, which are in place right now, to respond more quickly, to require less paperwork and to have more money incorporated in them in order to address the problems that the growers are facing right now. If that is done within the next 60 days or within this term, I believe we will be able to deal with and move beyond the crisis management in agriculture.

Speech From The Throne February 1st, 2001

Madam Speaker, I will be sharing my time with the member for Winnipeg South Centre. I congratulate you on your appointment to the chair. It will be a very interesting experience for you. I also congratulate the new Speaker on his election.

I will focus in on one particular part of the Speech from the Throne, the second paragraph on page 5. I want to take a look at one part of the sentence which states that the Government of Canada will help Canada's agricultural sector move beyond crisis management.

I was very happy to hear that, because that is the tool box. I have been watching with interest the Prime Minister. I heard about some of the tools yesterday and the fact that he will be aggressively going after the new President of the United States to get subsidies reduced.

Before I go into the harm of subsidies on the family farm across Canada, I would like people to understand and my urban colleagues to listen because I believe we are talking about the issue of food sovereignty. We have other sovereignty issues within Canada, but the most important one that we have to look at is food sovereignty.

The average age of a farmer in Canada today is 57. Members of the next generation coming up behind take a look at how hard it is to make a living on a farm today and ask why the heck they would want to do that. They are taking a look at other occupations and other vocations that they will educate themselves for to make a living.

My first question would be who will replace us. I am a farmer and I am 50. I am just below the average, but who will replace us? Who will grow the food for the next generation?

On February 6, average Canadians will have made enough money to pay their grocery bill for the year. Thirty-seven days into the year and average Canadians have made enough money to pay their grocery bill.

What is the farmer's component of that when he has paid for everything that he has done? On January 9, nine days into the year, and he has been paid for all his work.
