Privacy Commissioner September 28th, 2000
Mr. Speaker, I have listened with interest to the remarks made by the hon. member from the Progressive Conservative Party as well as by all our colleagues from the other political parties, except those from the party in power.
We are now speaking about an officer of parliament. The privacy commissioner is indeed an officer of parliament.
Would my colleague from the Progressive Conservative Party be in agreement with what my colleague from Laval Centre proposed, that is that it should be up to parliament, therefore to all the members in this House, to appoint officers of parliament? These officers should have no connection of any kind since they are supposed to represent the whole population.
Would he agree that all the members of parliament should elect the privacy commissioner?
Petitions September 28th, 2000
Mr. Speaker, pursuant to Standing Order 36, I am pleased to present a petition signed by 350 constituents in the riding of Jonquière.
The petitioners are calling upon parliament to take all of the steps necessary to ensure that the public and its representatives are consulted on the principle of importing MOX plutonium.
Biosafety Protocol September 27th, 2000
Mr. Speaker, the federal government will be holding consultations to determine whether or not Canada should adopt the biosafety protocol, an international treaty which will define the rules for the exchange of genetically modified organisms.
Canada opposed the adoption of this protocol at a meeting of environment ministers held in Cartagena, Colombia, in 1999. In his last annual report, the Commissioner of the Environment and Sustainable Development mentioned that Canada's position showed more concern with trade than with the environment.
Seventy-five countries have now signed this protocol, but in several respects Canada's position remains contradictory. Protection of biodiversity, human health and the environment should be a priority of this government.
I therefore urge the Minister of the Environment to show some leadership and take action to ensure that Canada signs the biosafety protocol as soon as possible.

Mr. Speaker, how does the minister explain the transportation of MOX by air over Canada, when American law prohibits the transportation of this highly dangerous product in American airspace?
Why do the people of Canada need less protection from their government than the Americans do from theirs?

Mr. Speaker, in secret, unbeknownst to anyone, the MOX arrived in Chalk River, Ontario, where Atomic Energy of Canada Limited will be doing experiments.
How could the minister of natural resources say in this House that he was complying with the recommendations of Dr. Edwin Lymann, the director of the Nuclear Control Institute in Washington, who says that Transport Canada took none of his comments into consideration?
