Edmonton Institution For Women October 10th, 1997

Mr. Speaker, Jan Fox, the warden of the Edmonton Institution for Women deliberately and knowingly placed Denise Fayant in a dangerous environment that led to her murder. A year and a half later the Edmonton city police are now conducting a criminal investigation into her activity based upon the possibility of criminal negligence. I ask the solicitor general, will he immediately suspend Jan Fox from her position until this criminal investigation is over?

Mr. Speaker, a pregnant 17-year old Quebec City girl was brutally gang raped, suspended by her feet from a balcony, sodomized and confined for 12 hours, and the judge justifies a two year sentence by saying there was no evidence of bruises or physical violence.

This is absolutely appalling and unacceptable. I ask the justice minister what she plans to do to protect women who have been victimized, women who have been so savagely terrorized. What does she plan to do to protect these women?

Mr. Speaker, it is reprehensible and unacceptable that three rapists of a 17-year old Quebec City girl were sentenced to just two years less a day. What is even more despicable is that the Liberal government has encouraged our courts to grant these lenient sentences through its conditional sentencing laws which have allowed convicted rapists to walk free.

Will the justice minister immediately amend the Criminal Code to deny violent offenders access to conditional sentencing or does she want convicted rapists to walk free?

Mr. Speaker, in addition to the problems we have as private members, during the clause by clause amendment of Bill C-68, a large controversial bill, we were unable to get the services we required to draft amendments.

We had over 200 amendments and we were not able to obtain the services from legislative counsel because of the overload they were experiencing. We had to not bring in our amendments at clause by clause stage. We had to bring some of the amendments in at report stage.

I add that to the volume of information that has been placed before you for your consideration, Mr. Speaker.

Mr. Speaker,I listened to what our socialist friend has said. I wonder, inasmuch as the plan is going to require a contribution increase of 73 percent but the benefits are not going to change, that they will stay somewhere in the area of $8,800 a year, if he would address that.

The increase is going to incur in terms of contribution but the benefits are not going to increase. We hear it is going to be indexed and that is a hopeful sign. But when he talks about the rich and the poor, I wonder if he would care to share with the House, although he was eligible for the 3.5 years that he was not in the House to take his own MP pension, whether he did that. How would he compare that plan to the $8,800 which our seniors are getting now and will continue to get despite the 73 percent increase in the contributions that young and old, poor and wealthy are going to have to pay into this system?
