Mr. Speaker, it is pretty obvious that Canada's immigration and refugee board freed this man and let him out on bail, even after the adjudicator said that he might not show up for bail. That is tough for us to understand. That is exactly what happened. In the interim, the FBI believes that this man may have had a hand in last week's tragic events.

How does releasing a failed refugee claimant with this kind of history keep us safe from terrorism in Canada? I would like to know that.

Mr. Speaker, the solicitor general has repeatedly denied that there was a Canadian connection to the terrible events of September 11. Yesterday however, the FBI apprehended Nabil Al-Marabh, a man who lived in and was wanted in Canada. U.S. authorities handed him over to Canadian immigration officials but they let him loose.

How can the government continue to deny a Canadian connection?

Mr. Speaker, for days now we have been asking for the original of that bill of sale to be released to an independent forensic analyst.

Why has that not been done? They want to keep it secret. Big surprise.

We wrote to the ethics counsellor, since the ethics counsellor said that he had seen the document, asking him to verify the date with an independent analyst. Is that not a perfect job for the ethics counsellor?

Mr. Speaker, the information commissioner has been pretty specific when he talks about secrecy in the government. He talks about secrecy in ministers' offices. He talks about secrecy in the PMO, and the Prime Minister, quite frankly, is the leader when it comes to secrecy.

We have asked for his bill of sale on the golf course to be released for independent study. Will he now release that and shed this culture of secrecy?

Mr. Speaker, I do not think the Deputy Prime Minister can figure out that the doubts are the reason that we raising this question.

Canadians were allowed access to a copy of the bill of sale. Now the accuracy of that copy has been put into question. Why will the government not commit to allowing access to the original? What could it be that the Prime Minister would be hiding?

Mr. Speaker, late yesterday we learned from the ethics counsellor that the original bill of sale exists. The ethics counsellor told us that he saw the bill of sale in the possession of the Prime Minister's personal lawyer, Deborah Weinstein.

We believe the bill of sale could be available for independent analysis without leaving her possession. Will the government allow independent access to that original bill of sale to clear the air of serious doubts?

Mr. Speaker, the Deputy Prime Minister cannot even figure out which nine the consultant was talking about. Ninety-five or ninety-eight were the two suggestions.

The Prime Minister was quick to call a loan authorization by the Business Development Bank a forgery and he fired it off to the police, but when it comes to his own document he just does nothing. If there is nothing to hide, he would release the original to prove to all Canadians that the bill of sale is legitimate.

My question is for the Deputy Prime Minister. Who have that document in their possession today?

Mr. Speaker, on Friday we released a forensic analysis of the Prime Minister's bill of sale for his golf course. The professional opinion of the analyst was: “There is a high degree of probability that the numerals 1, 9, 9 and 3 have been altered but in fairness this opinion is qualified subject to examination of the original”.

Will the Deputy Prime Minister today commit to releasing that original document for independent study?

Mr. Speaker, the Deputy Prime Minister might make light of it, but I do not think Canadians will.

This analyst is a careful, qualified professional. I continue to quote from her letter: “This opinion is qualified subject to the examination of the original bill of sale”.

The Prime Minister could clear this up right away. The original bill of sale needs to be presented so that a forensic analysis of the ink can prove that it was in fact written in 1993. Will that be provided?
