Mr. Speaker, the work of a standing committee provides a wonderful opportunity to advise and inform the government, to advise a minister in a department, in this case mine, on improving its operations.

I have had the chance to take a cursory look at the majority report. I see it begins to look at the six point plan and to provide information. When I look at the minority report however, I see that the opposition has been unable to get beyond the rantings that we see day after day in the House. To tell the truth, I am really disappointed in that.

Mr. Speaker, if we were to follow the advice of the hon. member, 170 men and women would not be employed in areas of high unemployment.

Again I say that we believe we have done the right thing and we believe their approach is wrong.

Mr. Speaker, again let me say that the facts of the relationship we have with the companies have not changed. There is no basis for an overpayment to be established. The invoices are there to support the investments we have made and 170 people are working.

Mr. Speaker, let me say again, there is no reason or basis for an overpayment. We have the invoices. We have people working. It would seem that the Bloc suggests that it was not appropriate for us to stick with these two companies to ensure that the people who are now working would have the opportunity to work. I think we have chosen the right approach. I think the Bloc's approach is wrong.

Mr. Speaker, indeed some of the jobs we talk about are in a company in the riding of the hon. leader's own member. I think that member supports the jobs at Techni-Paint and the jobs at Placeteco. We are talking about 170 people who otherwise would not be employed. We think that is the right thing to do.

Mr. Speaker, on the contrary, I welcome the work of the auditor general. I met with him to discuss the details of the chapter that he presented today.

On balance, he talked very positively about the service delivery methods of the department. I will quote him. He stated that “HRDC has made considerable progress in addressing service quality.”

Mr. Speaker, as a result of that testimony the particular individual will be called and asked for the proof that he has.

I too ask the hon. member that if he has proof, not just allegations, not just hearsay, to please bring it forward so I can deal with it.
