Points Of Order March 23rd, 1995

Mr. Speaker, while we are clarifying things said during question period, it has been brought to my attention by the member for Winnipeg Transcona that this morning while I was endeavouring to get information on the impact of the rail strike on Canadian industry it was not brought to my attention that the NDP had changed its position and is now prepared to let the legislation go through, for which I thank it. I apologize for my comment in that respect.

Rail Strike March 23rd, 1995

Mr. Speaker, I am pleased that the hon. member indicates an interest in this important question. Evidently some members do not understand

that as they delay passage of the back to work legislation they are affecting the jobs and the incomes of Canadians across the country.

According to the President of the Canadian Manufacturers Association, this strike is costing Canadians over $3 billion per week in lost profits and productivity. The jobs of Canadians are in the hands of members of the Bloc and members of the NDP. I would like to know where the premiers of the provinces of Quebec, Ontario, Saskatchewan and British Columbia are. Why are they not calling on the separatists and the NDP to get these people back to work?

As he certainly knows and as was announced in last month's budget, this program on environmental technologies is being reviewed by the departments involved and we will not, at this time, make new commitments with regard to this program.

Small Business March 20th, 1995

Mr. Speaker, as the questioner points out, it is a very important fact that women entrepreneurs do have a very high success rate. Their efforts are contributing significantly to the creation of jobs in Canada. Their success in small business is an important component of the overall development of jobs within the country.

The question also reflects the suggestion in the CFIB study that perhaps women have a more difficult time obtaining financing than do men. I know members of the Reform Party do not agree with that as they have already spoken on it. Those facts are open for review.

However job creation by entrepreneurs of either gender is going to happen best when the banks come to the table and answer the needs of small business. The government is going to be working very hard with the banks and the industry committee to see to it that we establish benchmarks that are usable and useful in measuring the success of the banks in responding to these needs.

Internet March 16th, 1995

Mr. Speaker, first of all, the propaganda perpetrated by people like Ernst Zundel is as unacceptable on the Internet medium as it is in any other.

We deplore the fact that this kind of material exists in our society. The Information Highway Advisory Council is current-

ly studying whether our existing laws are adequate to deal with problems such as those that arise under the Internet.

We will be consulting officials of the Department of Justice. I expect their recommendations will guide us in making determinations on what additional legislative action, if any, is required.

Mr. Speaker, it is very interesting to hear the formulation of this question. I am sure the member knows that the shareholder of MIL Davie is the government of the province of Quebec.

I find it difficult to understand why the responsibility of the shareholders should not be recognized in what is essentially a commercial problem.

Mr. Speaker, the decision made by MIL Davie workers certainly was a positive first step towards accomplishing what needs to be done, which we are all concerned about. We have indicated on several occasions that we are not prepared to grant massive assistance to any company.
