Mr. Speaker, earlier in question period the Minister of Finance referred to it as a problem. Before the problem can be fixed the minister must acknowledge that discrimination exists.

Would the finance minister not admit that Canadian tax law discriminates against single income, two parent families? Would he not agree that the discrimination exists, yes or no?

Mr. Speaker, the government has ordered the CBC to display the government logo on all newscasts at the bottom corner of the television screen. The CBC is not a Pravda -like propaganda agency for the government. Is this payback time for the CBC's APEC coverage? When will the minister realize that the CBC is a public broadcaster, not a state broadcaster?

Mr. Speaker, my question is for the Minister of Canadian Heritage. The government is consistently attacking the independence of the CBC. Reports indicate that the government intends to appoint a news czar in Ottawa to oversee the journalistic operations of the CBC. This is a direct challenge to the independence of the CBC.

Why is the government trying to create a mouthpiece for the government through the CBC? Does the minister know the difference between a state broadcaster and a public broadcaster?

What does the government intend to do to ensure that there is not one health care system for the rich and famous in Canada and another health care system, an inferior system, for ordinary Canadians?

The Budget February 16th, 1999

Mr. Speaker, the budget will be handed down today shortly after 4 o'clock.

There is a reason why the budget is handed down after 4 p.m. and that is because Canadian stock markets close at 4 o'clock. Historically it was felt that if the budget was handed down before 4 p.m. certain individuals or corporations could gain a commercial advantage as a result of advance information that would be contained in the budget.

Last night CBC news reported as fact some items that might be in the budget later this afternoon. In today's print media several newspapers, including the

Sun and the Globe and Mail

, are reporting as fact items which are to appear in today's budget.

Mr. Speaker, I would ask you to review this matter to determine whether the privileges of members of parliament have been breached and also to ensure that ordinary Canadians are not disadvantaged by—

Mr. Speaker, I rise on a point of order.

Earlier today I referred to a signed letter to the Prime Minister of Canada. I inadvertently failed to table this document. It is a document signed by 75 members of the Liberal caucus asking for the same action that this resolution today is asking for. I would like to table this document.
