Mr. Speaker, the Bloc Quebecois was amazed to learn that there is no budget for the one million flag operation launched by the heritage minister, and that it does not come under any existing official program of the department. Nonetheless, 10 telephone operators are working on this project and are taking orders from Canadians.

While the CBC's budgets are blithely being slashed, with 1,000 additional layoffs planned, while cuts to the National Film Board will result in the dismissal of some 150 creators, it is disgusting that the department has introduced a propaganda initiative without any advance idea of the cost.

Are the people of Canada and Quebec entitled to know the costs associated with the Deputy Prime Minister's propaganda? A rhetorical question, obviously.

Radio Canada International March 22nd, 1996

Mr. Speaker, like the Conservatives, two years and a half after the election of this government and despite the commitments made in the red book, the Minister of Canadian Heritage is still leaving Radio Canada International, the CBC, the National Film Board and Telefilm Canada hanging.

Where does the difference lie between the Liberal and the Conservative approach to culture, despite its acknowledged importance?

Mr. Speaker, my question is for the Deputy Prime Minister and Minister of Canadian Heritage.

The Minister of Canadian Heritage has just deferred the shutting down of Radio Canada International for one year, since the funding allocated is only for a year. This announcement does nothing at all to reassure the spokesperson for the Coalition to save Radio Canada International, and his concerns are justified, for this settles nothing.

Why is the minister not able to provide permanent funding for Radio Canada International?

The Francophonie March 20th, 1996

Mr. Speaker, in 1996, the economic, scientific and political reality of the Francophonie is 49 countries on five continents.

France is the only one of those countries whose only official language is French. Elsewhere in the francophonie, French is only one of the official languages.

In this context, it is up to French speaking countries to give French, a favoured communication tool, the place it deserves in all areas of human activity, at both the national and the international levels. Even if it is generally recognized that, in America, Quebec is a beacon for the Francophonie, we are also aware that the Francophonie extends beyond Quebec's borders.

It is with respect that we salute our cousins in the francophone and Acadian communities. We pay tribute to their courage and determination in fighting for their rights, despite the provincial and federal governments' anaemic political will to recognize in real terms the equal status of French in Canada.
