Mr. Speaker, to the contrary, we answered the Barrett commission immediately. We offered to the province $75 million as recommended by the Barrett commission at Canada bank rates. We also offered that British Columbia use CMHC programs. We did not refuse once. We accommodated everybody and we continue to do so.

I asked the British Columbia minister responsible for the leaky condos issue to give me a report before I can agree or disagree with her in terms of whether we should give a loan with reduced interest or interest free.

Mr. Speaker, first, we have invested $300 million in the residential rehabilitation assistance program, the RRAP, and we have participated in various studies.

In 1998, through our private and public partnership centre, we have also built over 2,600 low cost housing units, and this year we hope to be able to build another 3,000. Mr. Speaker, Canada is a country with scattered and remote areas. Often, people living in the north for example need special telephones.

To my knowledge, my department has bought only five telephones to date.

Questions On The Order Paper March 8th, 1999

(a) The 50th wedding anniversary of Her Majesty Queen Elizabeth and His Royal Highness Prince Philip occurred in 1997. As Canada Post commemorates anniversaries in the year in which they occur, the corporation does not intend to issue a stamp on that subject in 1999. However, the corporation issued a new stamp in January 1999, bearing the image of Her majesty, to correspond with the new basic lettermail rate of 46¢.

(b) The Sovereign is the only living person who can be the sole subject of a postage stamp.

Mr. Speaker, I totally reject the member's allegations, which are totally unfounded.

Since August, nearly 70% of the calls for tender by the Canada information office have been open to the public, and all those who got contracts have been required to apply through a public tender process.

Therefore, I totally reject these allegations.
