Canadian Environmental Assessment Act October 31st, 1994

Mr. Speaker, the hon. member indicated support for funding of interveners in the process. As the hon. member is well aware, her party is taking the position that it is opposed to the court challenges program.

Could the hon. member comment on what appears to be an apparent contradiction of supporting intervener funding but not supporting the court challenges program which in effect is an intervener process?

Mr. Speaker, the hon. member has indicated how horrible the legislation seems to be.

I am wondering if the hon. member can indicate why his leader said on May 11, 1990 in the Calgary Herald : People must not expect the government to get out of the assessment of federal projects''. Then he went on in May 1990 in the Calgary <em>Sun</em> to say:We have jurisdiction, we have responsibilities''. Most important, the hon. member's leader said on May 11, 1990 in the Edmonton Sun : ``I think it is a very profound responsibility of this government and any federal government to fulfil national responsibility, and environment is very much a national responsibility''.

I am wondering if the hon. member has any comments in light of these statements.

Petitions October 28th, 1994

Mr. Speaker, the other two petitions deal with the mining industry in Canada. In light of the mining industry being forced to look to new opportunities outside of Canada and in light of the Canadian mining industry having proposed a 10 point plan, it is requesting that Parliament take action to increase employment in this sector, promote exploration, rebuild Canada's mineral reserves, sustain mining communities and keep mining in Canada.

Petitions October 28th, 1994

Mr. Speaker, I have three petitions today. The first petition is asking that Parliament continue to reject euthanasia and physician assisted suicide in Canada, that section 241 of the Criminal Code be vigorously enforced and that Parliament consider expanding palliative care that would be accessible to all dying persons in Canada.

Multiculturalism October 27th, 1994

Mr. Speaker, on October 18 of this year the member for Swift Current-Maple Creek-Assiniboia in his speech to the House referred to today's generation of Ukrainian people as having their hands out for grants. I find this an absolute insult.

My children have attended and continue to attend Ukrainian cultural events that are totally paid for by the families and the local churches. Such comments of the hon. member do nothing to advance multiculturalism in this country.

Canadians of Ukrainian ancestry are asking for redress for the internment of Ukrainians during World War I. This is not a request for a handout but, instead, is a demand for return of property seized from these new Canadians and never returned to them after the war.

I hope this hon. member joins with us in this request for restitution of property wrongfully seized and retained by the Canadian government.

Mr. Speaker, I listened with great interest to the speech of the hon. member for Swift Current-Maple Creek especially with respect to his comments dealing with the Ukrainian community in Saskatchewan. I am one of that community and my hand has never been out for any moneys from any group for funding for any of the cultural events that either I or any of my children have attended and continue to attend.

In particular in Saskatchewan we have groups such as the Hutterites who came from Europe to escape both language and religious oppression. They were hard working people who came to Canada to preserve their religious beliefs and language.

Can the hon. member tell us whether these individuals are objecting to integration into Canadian society? Should they be treated in some different manner to prevent them from being able to live in communities on their own where they preserve their language and their religion and are not integrating into society? The speech seemed to indicate that they should. This applies not only to the Hutterite communities but to the Mennonite communities, et cetera.

Mr. Speaker, the hon. member's speech was very eloquent and very interesting. He indicated the requirement that all grants be reduced or eliminated to all businesses, et cetera. If all such moneys are eliminated I take it there would be an elimination of moneys and benefits to everyone, not just corporations across the board.

Could the hon. member indicate whether the elimination of benefits to corporations are any different from the elimination of tax benefits such as RRSPs to individuals?

Mr. Speaker, the suggestion of the hon. member in his speech dealing with western diversification is that there should be a review. That is presently taking place. The review is being conducted.

During this review and while visiting communities in Alberta and British Columbia, the business people in those provinces have indicated that there is a need for western diversification funding during a certain time in the development of product. In Saskatchewan the biotech industry exists because of western

diversification. It has become the envy of other science communities and has become one of the leading biotech centres in the world.

Does the hon. member feel that all funding for all purposes in the development of industry in western Canada should be cut off by western diversification? If so, does he see any role whatsoever for western diversification in western Canada?

Mr. Speaker, these two petitions deal with section 745 of the Criminal Code which allows for applications for parole after 15 years for first degree murder.

The petitioners request that section be repealed. There are in excess of 300 signatures on these two petitions.

Mr. Speaker, today I have three petitions. The first deals with prescription drugs. The petitioners indicate that the cost of prescription drugs is excessive and they therefore call upon Parliament to ensure that lower priced generic drugs are made available.
