Customs Tariff June 6th, 2019

Mr. Speaker, I can assure the member that when anybody comes to my office, the meetings are held in good faith, but if it comes to a point where I am being described in derogatory terms by those people, the meeting is ended. What I said at that meeting, after being called names, was “This meeting is over”.

To the more important point that my friend is making from across the way, I believe that what we have gone through with the Trump administration with the steel tariff issues and all that really demands that we pay stronger attention to the larger needs of Canadian heavy industry. I would agree that we should have a more robust framework to work together to ensure that the needs of our Canadian workers are met. I would commit to doing that.

Customs Tariff June 6th, 2019

Mr. Speaker, what we were faced with was the sudden, illegal imposition of section 232 tariffs against the greatest ally the United States has. Here we are, celebrating D-Day and all those soldiers working together, and to this day companies in Canada are building parts for American Abrams tanks, so we were confronted with a situation that was unprecedented. We immediately began working to try to change the attitude among the American Congress decision-makers with regard to section 232.

Dumping has been going on for many years, and the question might be thrown back as to why there were no considerations given to the plight of Canadian steel by the previous government.

Customs Tariff June 6th, 2019

Mr. Speaker, I am pleased to rise today in the House.

As has been mentioned, we are commemorating D-Day events today. Many of us regret that we are not able to be in our communities. There were events held last night in Hamilton, and today as well, but the second-best place to be is here in Parliament, where it has been said that the men and women who made those sacrifices so many years ago have allowed us to be here to debate and discuss the issues of the day.

I would point out that in 1944, the honorary flagship of the Canadian Navy, HMCS Haida, which is now in Hamilton, was part of the 10th Destroyer Flotilla, which had the job of clearing the English Channel of German ships ahead of D-Day. The Haida also participated in testing radar-jamming technology to confuse the Germans when D-Day was unfolding.

On the topic of steel, there was no armour plate made in Canada until 1941, when Dofasco, which is now ArcelorMittal Dofasco, created the armour plate division. That armour plate division made 100% of all the armour plate used by the Canadian military in preparing its vehicles and vessels for wartime, so the steel industry has a proud history of supporting the military. Also, many of those steelworkers actually enlisted, and there are many monuments in our Hamilton steel mills, such as Stelco, National Steel Car, Dofasco and so on, for those former employees who gave their lives in the service of their country.

I am pleased to now move on to the topic of the day, which is the legislation before us.

Our government has a proven record, I would say, of broadening and deepening Canada's global trading relationships. The new connections that we are forging with the world are helping Canadian business to succeed and grow and create more well-paying jobs, delivering the strong economic growth that benefits all Canadians. It is an important part of our plan to strengthen and grow the middle class, and I can say with confidence that this plan is working.

With the successful conclusion of the Canada-United States-Mexico agreement as well as the Canada-European Union Comprehensive Economic and Trade Agreement and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, Canada is now the only G7 country to have free trade agreements with all other G7 nations. Canada now has comprehensive free trade agreements with countries representing two-thirds of the world's total GDP, and that is over one billion potential new customers.

Our government's commitment to free trade with economies around the world, including those in emerging markets, will help to further strengthen and grow the middle class and deliver long-term economic growth that benefits all Canadians. Canadian businesses are ideally positioned to benefit from the advantages that we have secured through trade, being located next to the world's largest economy to the south, as well as having close historic and economic ties to Europe to the east and deepening connections to the fast-growing Asia-Pacific nations in the west.

To make the most of these opportunities, our government is working tirelessly to support open, fair and rules-based trade arrangements with the world, but that does not mean that we can turn a blind eye to the reality that there are very real challenges to fair and open trade that are playing out around the world, including here at home. Canadian workers, communities and industries have seen the negative effects that come about when there are significant disruptions in global trade, including those that affect our steel and aluminum industries.

As the son of a steelworker and the grandson of steelworker, and as a former full-time steelworker myself, I can attest to the impact of steel on the lives of Canadians. In my city, steel helped build our universities, hospitals, art galleries and concert halls. It paid tuition fees for thousands of students, and it continues to pay retirees' pensions. Steel pays our city millions of dollars in taxes and more millions in charitable donations.

For Canada, steel provides thousands of good, well-paying jobs and serves as an important source of products used by other major industries, including energy, advanced manufacturing, construction and auto manufacturing, so when steel markets are disrupted and steel is diverted into the Canadian market, the damage ripples right through our economy. It hurts businesses and it hurts people.

In the face of this threat, it is critical for the government to have the tools and resources it needs to protect Canadians while continuing to encourage foreign investment, trade and economic growth. The legislation we are discussing today would provide this protection. By removing the two-year moratorium on the imposition of safeguard measures on steel, these proposed amendments would provide additional flexibility for the government to respond quickly and appropriately to a substantiated surge of imports harming, or potentially harming, Canadian producers and workers.

With today's legislation, the government is proposing that the amendments only be in effect for two years. They are intended to be temporary, as we hope the current global environment of trade distortions will be. Moreover, the conditions for the application of safeguards under the Canadian International Trade Tribunal Act and the Customs Tariff would remain unchanged and would still need to be met in order for any new safeguard measures to be put in place.

Today's legislation would build on the actions our government has already taken to defend the competitiveness of Canadian business and the strength of our economy, pushing back against market-distorting practices that originate beyond our borders.

We recently announced an intensive 30-day consultation period with industry and workers to determine further protections that may be required. These include actions in a number of key areas, such as conducting timely and targeted reviews of dumping cases to boost protections through higher duties to ensure Canadian companies are not at an unfair disadvantage with foreign competitors.

We are looking to introduce a more robust steel import regime with a view to strengthening import data, including product quantity, type and origin information. This will improve our ability to monitor import surges, assess evidence of transshipment and be more responsive to sudden changes in trading patterns.

We are looking to introduce greater flexibility for the Canada Border Services Agency to address price and cost distortions in foreign markets when determining whether dumping has occurred. Our government is also ensuring flexible and responsive support for domestic producers through Innovation, Science and Economic Development Canada and its agencies. These actions are all part of a broad and sustained effort to help our steel and aluminum producers in light of global challenges. This includes $2 billion to defend and protect the interests of Canadian steel, aluminum and manufacturing industries and their workers, with up to $250 million in new funding through the strategic innovation fund.

The challenges that these industries face are real and significant. They must be met with strong and decisive action on the part of our government, and that is exactly what we have done and continue to do with the legislation before us today.

Our government's plan to strengthen and grow the middle class is working. The result of our investments in people speak for themselves. Hard-working Canadians have created over one million new jobs, most of them full time. That is the equivalent of almost nine million jobs for an economy the size of the United States or 14 million for an economy the size of the European Union.

We know that there is more to be done so that people can feel secure and confident about their future. We need to make sure the economy works for everyone by finding new markets for Canadian products, making sure our businesses are competitive in the global economy and helping more people to find and keep good jobs. We also need to ensure that these gains are not undermined by surges in imports. The measures contained in today's legislation would give us an effective tool to safeguard Canadians against these challenges.

I will conclude by encouraging and urging all hon. members to support the bill's timely passage through the House accordingly.

Health Research Donation June 4th, 2019

Mr. Speaker, 77 years ago a couple from Saskatchewan arrived in Hamilton with their young son, looking for work. Last week that boy, Charles Juravinski, and his wife of 63 years, Margaret, astounded us with an endowment of $100 million to support research at Hamilton's hospitals and universities. It is one of the largest legacy gifts in Canadian history. This is on top of the $50 million they have already donated to health care. It will create an annual perpetual research grant of up to $5 million.

At age 90, Charles and Margaret are getting their affairs in order, but thankfully for their friends, they have no thoughts of leaving our social and cultural scene any time soon.

Charles will never forget the lessons he learned growing up in a Ukrainian family in Saskatchewan during the Depression. Charles and Margaret are bequeathing us good health, so we say to them na zdorovie and sto lat.

Business of Supply June 3rd, 2019

Madam Speaker, I would like to thank my colleague for drawing attention to the Hamilton situation, which is dramatic and drastic. A lot of us are feeling a kind of heartless response from the other side, which is ignoring the plight of so many people who are responsible for delivering the news.

I would like to have my friend comment on that.

International Trade May 29th, 2019

Mr. Speaker, Hamilton is Canada's steel city. The imposition of steel tariffs by the United States caused us great concern, here and throughout North America. We fought back with retaliatory tariffs, which the Conservative member for Durham described as “dumb”, but we held firm, and now the tariffs are fully lifted, protecting thousands of steelworkers' jobs across Canada.

Could the Prime Minister speak to the House about this important achievement?

Mr. Chair, I am thankful for the opportunity to speak today.

I am pleased to spend the time allotted to me discussing the Communications Security Establishment, also known as CSE, and the important work it does in cyber-defence and cyber-protection, as well as the cyber-work performed by the Canadian Armed Forces.

CSE is one of Canada's critical security and intelligence organizations within the national defence portfolio. It is Canada's national signals intelligence agency and serves the national interest by providing foreign intelligence to inform government decision-making. CSE also has the mandate to provide technical and operational assistance to federal law enforcement and security agencies in performing their lawful duties.

However, I am here today to focus on the second part of CSE's current mandate: cyber-defence and cyber-protection.

CSE has more than 70 years of history providing advice and guidance, including more than a decade of operational experience in defending cyber-systems of importance to the Government of Canada.

We know that good cybersecurity is critical to Canada's competitiveness, economic stability and long-term prosperity. That is why we launched the Canadian Centre for Cyber Security, as promised in budget 2018. This new centre will provide Canadian citizens and businesses with a trusted place for cybersecurity advice.

Through the newly established Canadian Centre for Cyber Security, we are provided with sophisticated technical expertise to help identify, prepare for and respond to the most severe cyber-threats and attacks against computer networks and systems and the important information they contain. It also provides advice and guidance so Canadians can better protect themselves.

In the short time since its launch last fall, the cyber centre has improved operational coordination, providing better cyber-protection and more efficient responses in cases of cyber-attacks. This has improved Canada's cybersecurity overall. It has also made strides in increasing public and industry awareness and engagement on all matters of cybersecurity.

Canadians can rest assured that their government is prepared to meet the cybersecurity challenges of today and tomorrow. Reliable, secure cyber-systems are vital to Canadians' daily lives. That is why, in our last two budgets, we have taken action to strengthen Canada's cybersecurity.

In budget 2018, we committed $507.7 million over five years, starting in 2018-19, and $108.8 million per year ongoing to support Canada's first comprehensive national cyber security strategy, which includes establishing the Canadian Centre for Cyber Security.

Budget 2019 builds on these investments, proposing $144.9 million over five years, starting in 2019-20, to help better protect Canada's critical cyber-systems. For the cyber centre, this funding will support its advice and guidance to critical infrastructure owners and operators on how to better prevent and address cyber-attacks, no matter where they might originate.

Since October 1, CSE and the cyber centre have published key public reports to inform Canadians about the threats we face, including the first-ever unclassified “National Cyber Threat Assessment 2018” and the “2019 Update on Cyber Threats to Canada's Democratic Process”.

In today's dynamic security environment, CSE's efforts to educate, protect and defend Canada and Canadians against cyber-threats are more critical than ever.

Protecting Canadians includes protecting our democratic processes from threats of foreign interference. This is why the Government of Canada has created a security and intelligence threats to elections task force, in which CSE plays an integral role. This task force also includes the Canadian Security Intelligence Service, the Royal Canadian Mounted Police and Global Affairs Canada.

The security and intelligence threats to elections task force works to counter covert, clandestine or criminal activities from influencing or interfering with the electoral process in Canada. It aims to prepare the government to assess and respond to threats to our elections.

However, CSE's work is not limited to the security and intelligence threats to elections task force. It is also working closely with Elections Canada to protect its infrastructure.

CSE, through the cyber centre, has offered cybersecurity advice and guidance to all 16 recognized federal political parties. It has also published companion resource documents for both Canadians and political campaigns on its website.

Pending the passage of Bill C-59, which is currently being studied in the other chamber, CSE would be able to provide more targeted advice, guidance and services to designated critical infrastructure owners upon their request. If passed, Bill C-59 would give CSE the mandate to conduct online operations to disrupt foreign threat attacks against Canadian systems. The same sophisticated cyber capabilities that CSE would employ could also be leveraged by the Canadian Armed Forces in support of military operations.

Cyberspace is becoming ever-more contested, and our adversaries are becoming more sophisticated. At the same time, our reliance on cyber is increasing. National Defence and the Canadian Armed Forces recognize the importance of staying ahead of our adversaries in this environment. Cyber considerations must be built into everything the defence team does. Our government is ensuring that the women and men of the Canadian Armed Forces have the tools and equipment they need to accomplish their important missions at home and abroad.

That is why “Strong, Secure, Engaged” includes several important initiatives to strengthen Canada's cyber capabilities, notably the new cyber mission assurance program and the creation of a new cyber operator trade within the Canadian Armed Forces.

As the nature of technological threats is evolving, using Canada's cyber talent is essential to face future challenges. We are determined to maintain a modern and agile force capable of responding to the technological challenges of today and tomorrow.

With the cyber mission assurance program, National Defence is considering cyber defence on all new equipment and technologies. That means identifying and addressing cyber-associated risks to military networks and equipment before buying. Cybersecurity is top of mind when the defence team assesses its current capabilities, fleets and infrastructure. It is deliberate and attentive in safeguarding computer networks, platforms and weapons systems, and networked equipment in key infrastructure.

I want to stress that cyber mission assurance takes place at every level, from the largest procurement projects outlined in SSE to the logistics officer overseas procuring goods for deployed personnel, to individual defence team members sitting at their computers. This is a coherent and enduring program that manages cyber-threats to ensure that the Canadian Armed Forces is always in control of its actions. All of this helps to ensure that cyber-related disruptions do not interrupt military operations or the important business of security and defence.

As I mentioned, creating the cyber operator trade within the military was another important initiative in the defence policy. That includes new cyber operator roles within the reserve force that support the newly created cyber force, a specialized team of both military and civilian personnel.

This, combined with the changes that Bill C-59 proposes, would allow CSE to support cyber operations in Canadian Armed Forces missions when required and to deploy cybersecurity tools to defend Canada's critical infrastructure upon request.

CSE is proud to play a critical role in protecting Canada and Canadians from cyber-threats. Our top priorities are to protect, defend and educate in order to secure our networks from adversaries. As the reliance of Canada and Canadians on connected technology increases, so will the need for CSE and the Canadian Armed Forces and their cyber mandate.

Those are my remarks. I will use the remainder of my time, if I may, to put some questions to the Parliamentary Secretary to the Minister of National Defence.

President of Croatia May 13th, 2019

Mr. Speaker, the diversity of our great country creates historic events, and for Canadians of Croatian descent, today is such a day. Today our Governor General will host Her Excellency Kolinda Grabar-Kitarovic, President of the Republic of Croatia, at Rideau Hall. This marks the first official state visit of Croatia's head of state since the declaration of its independence in 1991.

It is a tribute to the thousands of Croatian immigrants, such as my father and grandparents, who have contributed to the success of Canada at every level, from common labour to arts, science, politics, sports and perhaps most importantly, as great neighbours and citizens.

President Grabar-Kitarovic has made a remarkable impact on the world scene since her election and currently holds the Chair of the Council of Women World Leaders. So many Canadians have received a warm welcome visiting our beautiful homeland, which we call Lijepa nasa domovino, that we can now say to her excellency, dobro dosla u Kanadu, welcome to Canada.

Multilateral Instrument in Respect of Tax Conventions Act May 2nd, 2019

Madam Speaker, I was pleased to hear some endorsement from the other side regarding some aspects of our budget.

It is important for people to know that informed consultation goes on in the decisions we make with regard to the finances of the country. Certainly, the great experience my friend from Vaughan—Woodbridge has had in that field speaks to the integrity of our process.

How much intense consultation was there regarding the issues we brought forward? I know there were some controversial consultations early on. They were changed somewhat because of the input we received from people like the member for Vaughan—Woodbridge. Could the member tell us about the consultation process?

The Environment April 30th, 2019

Mr. Speaker, more and more, communities need our help adapting to the severe weather events that are being caused by climate change. Reducing the impact of natural disasters such as flooding is critical to keeping Canadian families safe, protecting local businesses and supporting a strong economy and the middle class. In my hometown of Hamilton, this is particularly true.

Can the Minister of Infrastructure and Communities update the House on what the government is doing to build climate resilience in cities like Hamilton?
