Mr. Speaker, what the auditor general says is that in fact the most appropriate way to achieve our goals of having the kind of education we want for first nations students is to give them control in their own communities. I hope the member will vote for that when we bring it into the House.

Mr. Speaker, I agree with the auditor general that in fact we are going too slow. That is why in 1998 we brought in reforms called Gathering Strength to reform the education system.
In the next few years when we bring all these changes into the House I hope that member votes for them, for a change.

In so far as the Department of Indian Affairs and Northern Development is concerned the response is as follows.
There are two tribal councils in the treaty six area of Alberta. They are the Yellowhead Tribal Council west of Edmonton and the Tribal Chiefs' Association, also known as the Tribal Chiefs' Ventures Incorporated, located in the St. Paul area. A third first nation organization within the treaty six area comprising all treaty six first nations in Alberta is the Confederacy of Treaty Six First Nations. The confederacy is not a tribal council.
The Department of Indian Affairs and Northern Development has not provided employment program funding to the Confederacy of Treaty Six First Nations or to the tribal councils during the past three years.

Insofar as the Department of Indian Affairs and Northern Development is concerned, the response is as follows:
(a) and (b) Because of the short timeframe for the organization of this reception, the budget for the Minister of Indian Affairs and Northern Development was used to provide interim funding and was immediately reimbursed by private donations. Total cost to the department was, therefore, nil.
(c) Catering costs of $2621.54, including GST, were incurred and paid for by the private donations.

Mr. Speaker, if the member has information that suggests some wrongdoing, I would think that he would bring it forward to the House, as he would have an obligation to do that.
On the issue of audits, if the audit is not complied with, in fact we do, as the Minister of Health has done on occasion, hold funds back until the audit is given to us in the form that it is supposed to be as it relates to our requirements.

Mr. Speaker, I do not support the Leader of the Opposition nor the previous leader of the opposition. He was elected to represent his people, and I respect that, as I respect the chiefs who were elected by their people.

Mr. Speaker, we are negotiating some 80 self-government agreements right now. When I bring them to the House, I look forward to this party supporting the self-government agreements of first nation people.
