An Action Plan for the National Capital Commission May 25th, 2010

Mr. Speaker, I quite frankly understood the member to be wrong in this particular case. My understanding was that the provinces have been asked for input in relation to this particular act and the member himself was asked. I remember speaking to the member at committee. I remember speaking to the member after committee and before committee about this particular act. I could have sworn that he talked to the minister about this act as well and sought his input on it.

If I am wrong on that, I apologize, but that is my understanding, and I thought I saw it with my own eyes. Certainly, if it has not taken place, let me be clear. I am here right now. The hon. member should come across the floor and talk to me and let us have his input in relation to this important act. If he wishes me to speak to somebody else in the Quebec government, I would be more than happy to do so.

This is a non-partisan issue about the best interests of Canadians, so that all Canadians can be proud of the national capital region and enjoy all of its benefits.

An Action Plan for the National Capital Commission May 25th, 2010

Mr. Speaker, I wonder why, when that member's party was in power, it did not do that. The Liberals made unilateral decisions without taking in any input at all from the citizens or from other parties, so it is kind of rich to say that when they are in opposition.

I want to talk very briefly about what did happen in relation to this act. The act came to committee and the minister met with all parties in the House. He sat down with each and every interested party in the House to find resolutions to all issues. We did not go to committee and try to ram this through, as the Liberal Party tried to do in the past on just about every bill it ever put forward.

The minister met with every party to find resolutions, to find common ground, to find a way that we could put this forward so the people of Canada could enjoy this great area in the national capital region. That is what I would like to hear the member talk about. I would like to hear his comments on that.

An Action Plan for the National Capital Commission May 25th, 2010

Mr. Speaker, I appreciate the opportunity to speak on this very important bill. Certainly, the National Capital Commission is charged with creating a capital that all Canadians can be proud of, as the member has recently stated. During the previous session of Parliament, we heard many members speaking in the House about the great assets we have in the national capital region that all Canadians, including those who come to visit, should be aware of. It is important to protect them for the future generations of Canadians so that the Ottawa region can stand as the capital region of Canada and so that all Canadians can, indeed, be proud of it.

In addition to the great natural assets we enjoy in this region, namely Gatineau Park, which the member spoke of, the greenbelt and the river shorelines, the National Capital Commission has enhanced our nation's capital over the past century through a number of different and varied projects.

This includes a network of incredible parkways, as well as more than 180 kilometres of recreational pathways that allow residents and visitors to this region to travel by bike, foot or rollerblade across the region while enjoying the beauty of the national capital area. Indeed, yesterday I had an opportunity, as I came back from my riding, to rollerblade around the region and go down to Hog's Back some 20 kilometres. There were many Canadians enjoying that opportunity all day, in fact.

Leading up to 2008-09, the National Capital Commission received an annual average of approximately $23 million in capital appropriations and $74 million in operating appropriations. Recognizing the importance of maintaining the significant infrastructure under the NCC's stewardship, this government granted additional ongoing funding to the NCC, so that it does not have to rely on selling its properties, which it appears took place in the past, in order to maintain its assets. This government wants these assets to be maintained for the people of Canada for future generations.

In budget 2007, this government confirmed an increase of $15 million, including $10 million for the NCC's capital budget. This is good news indeed for the people of Canada and the people in this region. This new funding, which was first received by the NCC in fiscal year 2008-09, allows it to maintain its assets, which is obviously very important so that they are not depleted, with appropriate life cycle management to ensure their long-term sustainability and continuing enjoyment for all Canadians.

In addition, the National Capital Commission will allocate a portion of this additional funding to implement any changes to its responsibilities that would result from the amendments that are currently proposed for the National Capital Act. In response to the difficult economic situation, which all Canadians and certainly most of the world is aware of, this government presented Canada's economic action plan, which has kept Canada busy and kept people working.

This has also provided additional generation of economic activity in all regions of the country. It is no different here in the national capital region. It is no exception.

That is why this government has invested nearly $48 million through this plan in order to continue the maintenance and rehabilitation of a number of NCC's assets, which have quite frankly been run down to quite an extent and are really beyond what is necessary in order to keep this area beautiful and pristine.

Ottawa is well known for the Rideau Canal, which my friend has indicated is the longest skating rink in the world. People from Winnipeg would disagree with that, but notwithstanding that, it has been designated by the United Nations Educational, Scientific and Cultural Organization as part of our world heritage. It is very important. The Rideau Canal is renowned for its winter transformation. Many of us in the House and many Canadians have had the opportunity to skate on the Rideau Canal and it is very enjoyable.

The NCC offers skaters many facilities to utilize and to make their experience on the canal even more enjoyable. However, the existing service buildings date from the early 1970s and they are well beyond their life cycle. One can imagine how they are. Mr. Speaker, I am sure you have had the opportunity of going down there, putting your skates on and enjoying those buildings, but they are certainly beyond their life cycle. As a result of this government's financial commitment, these will be replaced by new buildings with lower maintenance costs, universal accessibility, which is very important, and more functional layouts. That is good news as well.

The U.S. embassy, of course, is situated near the intersection of Sussex and Rideau Streets. This particular area receives a lot of pedestrian and vehicle traffic, especially given its proximity to Parliament Hill, the office and residential buildings, and of course Byward Market which most visitors to this area enjoy.

Since this area is part of our Confederation Boulevard for which the NCC is ultimately responsible, it is participating in a rehabilitation project, which is managed by the city of Ottawa. Funds from the economic action plan will enable the replacement of the security barriers along the perimeter of the U.S. embassy by bollards which will improve the flow of traffic and allow the installation of a bicycle lane. Of course, this is a bottleneck for many of the people who come from Quebec across the Alexandra Bridge.

This government is also investing in the rehabilitation of Carbide Mill Masonry on Victoria Island which is quite depleted. The mill was built in 1899, and is designated and recognized as a heritage building by the Federal Heritage Buildings Review Office. This is an important historic monument for the people of Canada, as well. This work done on this mill will improve the stability of the building to meet federal heritage conservation imperatives.

When we think about green space in the national capital region, Gatineau Park and the greenbelt come to mind; however, the NCC also owns and maintains many other parks across the region, including Confederation Park, Major's Hill Park in the core area, as well as Rockcliffe Park, Vincent Massey Park and Hog's Back Park, just to name a few of which are under its mandate.

In some cases, the existing infrastructure actually dates back, believe this or not, to the 1950s or 1960s. With this economic stimulus funding by this Conservative government, existing public and concession buildings will be rehabilitated. This will allow upgrades to mechanical and electrical systems, and meet accessibility requirements again. It is again good news for the people of Canada.

As per the 1996 greenbelt master plan, the proposed 56-kilometre greenbelt recreational pathway is designated to provide a continuous and varied recreational and educational experience along the complete length of the greenbelt. The greenbelt is very important to the people of Canada. We have the lowest density of population in the world, which means we get to enjoy the outdoors much more than most nations. It is really good news.

Now from Shirleys Bay in the west to Green's Creek in the east, this has been promised for some period of time, and to date a total of 23 kilometres has been completed. The next section that will be completed with Canada's economic action plan is a 10-kilometre section through the Pine Grove sector of the greenbelt. That is, again, good news.

In addition, the recreational pathway between Britannia and Carling Avenue will be rehabilitated, and the recreational pathway along the Aviation Parkway corridor will be extended by two kilometres. This helps people get to work. It helps people enjoy the area. It helps all Canadians enjoy this great area when they come to visit. I would encourage all of my constituents and all constituents across Canada to enjoy what is theirs, and that is the Ottawa capital region.

We are making very important investments across this country through Canada's economic plan, and this is no different. That is why we are making these investments. After years and years of Liberal neglect, this government is coming forward with a plan to invest back in the people of Canada and the quality of life even here in the capital region.

Another important project will be the development of Gatineau Park entrances. They are difficult to find. This will not only improve the visibility of the official entrance points, but will also ensure better traffic management in Gatineau Park. Entrance points will also help to reinforce the park's identity and convey conservation-related messages, as will the new rehabilitations be more efficient, more environmental, more green, the things that Canadians have told us they want out of this government and future governments.

There are many other projects that are being carried out and funded by the government, by the people of Canada. I have outlined some of the projects that we will undertake in the coming months to improve and implement the NCC's mandate to develop and preserve the national capital region, which is the important part here. This should be a non-partisan issue. We should move forward with this good news for the people of Canada.

In closing, I want to emphasize the importance to modernize the National Capital Act. I hope that every party, including the Liberal members who quite frankly left it in neglect for years, will support it as well.

Fairness for Military Families (Employment Insurance) Act May 7th, 2010

Madam Speaker, I just want to say how pleased I am today to see the NDP support some of the good work that this government does. I know that in the past it seems to be only those on the Conservative side who support veterans, who support the economy, and actually make differences in Canadians' lives. I really appreciate that from the NDP today in supporting this government.

Mr. Speaker, I thank the member for his time here today and his enthusiasm over this particular issue. I understand why it is important to him.

However, he needs to realize and recognize that this will benefit Canadians. This will benefit many Ford dealers across this country that will be selling the vehicles to Canada Post. It will also be of benefit to the mechanics and the other people who do the work on the vehicles. It will help many Ford dealers across this country. Indeed, it will modernize the fleet and, in the long term, be of great benefit to the taxpayer, which is very important.

Mr. Speaker, I will begin by clarifying a few points for my colleague. I will first point out that Canada Post contracting and operations are at arm's length from the government, which means that we do not control it. It is done through a management process and uses best practices.

As the member also knows, the government does not get involved in the day to day operations of any crown corporations. To do so would, obviously, not be in the best interest of Canadians. However. as a crown corporation, Canada Post has a responsibility to perform its contracting in accordance with all applicable laws and regulations in place at that time.

According to what Canada Post has communicated to the Minister of State, it completed an open and competitive request for a proposal to source light duty vehicles earlier this year. The reason for initiating this process on the part of Canada Post was twofold. It was to begin replacing its aging national fleet vehicles and to modernize the way it does business, which is in all our best interests as we pay for it as users of the system.

As we know and as the member knows, Canada Post selected the Ford Transit Connect. I feel it is my responsibility at this time to tell the House a few things about that particular vehicle.

This vehicle is used by a number of post offices around the world and it is one of the best suited vehicles for Canadian roads and winters. It will actually replace the Ford E150 cargo vans in Canada Post's fleet but, more important, it will represent large savings over the life of each vehicle, which means, ultimately, savings for Canadians and people who use Canada Post.

How will this take place? In addition to reduced fuel consumption and lower emissions, this vehicle was named the 2010 North American truck of the year at the Detroit auto show and, in addition to this, it won numerous other international awards.

The world knows that this is a good vehicle and that it is suited for Canadian temperatures and roads.

I will also point out that through the request for proposal process, a number of criteria were evaluated. This included things, which the NDP often talk about wanting: the environmental impact of this particular vehicle; the employee health and safety requirements necessary for this type of vehicle; performance capability and capacity; and total life cycle of the vehicle.

In other words, Canada Post made certain to evaluate the necessary components of the vehicle to ensure that it had the best vehicle for mail carriers and for Canadians, because long term it will affect Canadians and people who use the postal service.

I would also like to clarify a very important point, which is that these vehicles will be purchased through a Canadian dealer. These are actually Ford vehicles and, as we know, Ford dealerships are very prevalent across this country and they will be purchased through them. The regular warranty work and maintenance work, which is also so important for the life cycle of the vehicle, along with other servicing requirements, will be handled at these same Canadian Ford dealers from coast to coast. This is great news, not only for our auto sector but for Canadians and for the mail service itself. They will be able to access these dealers in almost every major city in Canada.

Even more than this, the work to modify these vehicles and prepare them for Canada Post's requirements will also be done right here in Canada.

There are many benefits and this is indeed good news for the Ford dealerships across this country.

There is never enough time, Mr. Speaker. I will continue with the minister's letter. He concluded by saying:

--that we move swiftly to sign the Canada-Ontario Provincial-Territorial Base Fund agreement, which could be the source of funds for infrastructure on the Huron Central Rail line initiative, and for other infrastructure priorities across Ontario. We understand that the Huron Central Rail initiative would proceed between now and 2015, and therefore this could have an impact on the extent to which Ontario's Provincial-Territorial Base Fund can be accelerated this year and next.

In essence, we are ready to go ahead and we encourage Ontario to get onboard as well, to sign the agreement in relation to this fund. I am very hopeful, clearly hopeful, that the Ontario government concludes its discussions on the base fund and signs the agreement as quickly as possible, so that we can move forward on this important project and many others throughout Ontario.

Mr. Speaker, I certainly hope to answer as many of my friend's questions as I can.

This government is committed to establishing world-class infrastructure in Canada to support a stronger economy, a cleaner environment, and better communities, a clear and necessary thing for all Canadians.

We are working hard to ensure that our infrastructure investments help Canada emerge from the recent economic crisis with a more modern and greener infrastructure in a number of different ways. We are doing this through the $33 billion building Canada plan and the $12 billion in infrastructure funding that is part of Canada's economic action plan.

Infrastructure Canada has actually committed more than $9.6 billion toward 6,000 infrastructure projects across this country. When combined with contributions from provinces, territories, municipalities, and other funding partners that have joined this effort, this means a total of more than $27 billion committed for infrastructure projects in communities across the country, like the member's own community and riding.

Thousands of communities across Canada have been able to benefit from this money, and build and upgrade infrastructure that stimulates the local economy, generating business and jobs. In just a one-year period of time we have announced 1,100 projects across Canada to clean up water systems, 60 projects to improve public transit, and 1,400 projects to upgrade local roads and highways that Canadians use every single day.

Communities in northern Ontario have also benefited and will continue to benefit from these infrastructure programs. This government supports the economic needs of Canada's communities, including those in my friend's riding of Sault Ste. Marie.

Over the past year we have heard from municipalities and industry in the area that the Huron Central Rail line is important to the economic sustainability of northern Ontario. We have heard that clearly.

On February 12 of this year, the Minister of Transport, Infrastructure and Communities responded on behalf of the federal government. In a letter to his provincial counterparts, he explained that we are ready to provide our share of funding through the provincial-territorial base fund for this project. Let me quote part of that letter. It stated:

A joint call for proposals from Canada and Ontario was made pursuant to the Infrastructure Stimulus Fund, for which the Huron Central Rail line applied. I would note that in reviewing the applications submitted for short-line rail projects, Ontario did not indicate an interest or priority in funding such projects, including the Huron Central Rail's call for funding under that program...

The Infrastructure Stimulus Fund is no longer able to make new commitments.

However, should Ontario now choose to support this project, I am happy to inform you that the Government of Canada is indeed prepared to support this initiative, provided that Ontario submits it for funding under the Provincial-Territorial Base Fund.

I know it is quite lengthy. It went on to say:

As you know, we have been negotiating a Canada-Ontario Provincial-Territorial Base Fund agreement since 2008, most recently with the view to fully accelerating Ontario's entire allocation over fiscal years 2009-2010 and 2010-2011 as part of Canada's economic action plan.

We provided a draft of the agreement to you in August 2008 and did not receive initial comments until one year later in August 2009.

Ontario remains the only jurisdiction in Canada without an agreement in place to access their allocation of $175 million.

The minister then concluded by saying:

--that we move swiftly to sign the Canada-Ontario Provincial-Territorial Base Fund agreement--

It is this government that is moving forward to try to get Ontario to do so and I will continue to answer my friend's question as the night progresses.

Committees of the House April 29th, 2010

Mr. Speaker, this government certainly supports consumer protection measures and in September 2008 we launched Flight Rights Canada, an initiative that informs the travelling public of Canada's consumer protection regime and their rights under the regime.

The foundation for Flight Rights Canada already existed in Canadian legislation as the Canadian Transportation Act requires that terms and conditions of carriage, which are the elements of the contract between an airline and its clients, be made readily accessible to consumers. WestJet, Air Canada, Jazz and Air Transat incorporated Flight Rights Canada in their terms and conditions of carriage for international and domestic travel. We are encouraged by such positive action taken by the industry leaders.

The member of Parliament for Elmwood—Transcona introduced Bill C-310 in February 2009, just over a year ago. The bill passed second reading and was referred to the Standing Committee on Transport, Infrastructure and Communities for review. Through the parliamentary process, industry and consumer stakeholders were given an opportunity to share their views on the bill as, of course, they would have the best perspective.

Although the bill's intention to improve airline customer service and ensure appropriate compensation was well received by all witnesses, industry stakeholders highlighted how this bill was structurally flawed. After hearing the detailed testimony, the Standing Committee on Transport, Infrastructure and Communities recommended that Bill C-310 not proceed further for several reasons that I will share with members now.

During the committee meetings, industry witnesses raised many concerns. In fact, the National Airlines Council of Canada, an industry association comprised of Canada's four largest passenger airlines--Air Canada, WestJet, Air Transat and Jazz--argued that while the bill's intent was commendable, it actually penalized airlines for situations that were simply beyond their control.

Although the National Airlines Council of Canada's president reiterated the industry's commitment to quality service, he noted that the bill's excessive penalties on matters external to the airlines' responsibilities would substantially increase their business costs. We know when business costs increase, those costs are put directly on consumers. In doing so, this extra financial burden would simply be passed on to them in the form of higher priced tickets and would also risk reducing services to remote Canadian communities.

I come from a constituency with several remote communities, including Fort Chipewyan. The expert testimony in the committee greatly concerned me and many of the other members on that committee. This reduction in service also includes rural areas in Atlantic Canada, including Newfoundland. I spoke with one industry representative who simply said the airline would stop flying into some of these communities if this bill were passed. Northern Connect also goes to some very remote communities as well.

The most important concern raised by witnesses, however, is that Bill C-310, by imposing such harsh penalties for circumstances that were simply beyond the control of the airlines, could compromise passenger safety. In order to avoid paying high levels of compensation to jilted passengers, pilots may be inclined to fly in unsafe conditions. Pilots may simply put the issue of safety behind them and worry more about the monetary penalty that may be assessed to the airline and ultimately, their jobs. Although the government is committed to consumer protection, as we have seen in many pieces of legislation that this Conservative government has put forward, safety of Canadians is always our ultimate, number one priority.

Bill C-310 does not mandate any enforcement agency to implement most of its provisions, many of which are unclear. As the National Airlines Council of Canada testified to the committee:

Because Bill C-310 employs Canada's court system as a dispute resolution mechanism, and because imprecise terms...are sprinkled through virtually every major provision of the Bill - no one...can determine with any certainty at this point how C-310 will actually be applied - and no one will know until a series of protracted and costly legal battles take place.

The National Airlines Council of Canada also highlighted the fact that Bill C-310's exclusive focus is the airline in question and not other organizations. As one can imagine, the airline industry itself has many aspects within the chain of travel.

Following is a direct quote from expert testimony that we heard at committee:

Federal agencies or entities such as NAV Canada, CATSA, [Canadian Air Transport Security Authority], CBSA, [Canada Border Services Agency], and Canada’s Airport Authorities are not contemplated and there is no consideration given to any foreign entity or legal framework, despite the complex and vital roles those organizations play in every trip Canadian passengers make.

By ignoring these obvious connections, C-310 fails in any meaningful way to address the problems it identifies--instead leaving it to airlines to deal with circumstances beyond their control, or face excessive penalties.

That certainly raised a lot of alarm bells with our members.

In addition to being held to account for the actions of other entities beyond the airlines' control, under Bill C-310 airlines are also taken to task and would be required to provide food and other compensation in the event of unfavourable weather conditions that simply delay flights.

We do not have control of the weather. I know members on the other side think we do have control of the weather because we are doing such a great job in keeping Canada's economy on track, but the reality is that as a government, we do not have control of the weather. It would be unfortunate to hold airlines to account for things that are simply beyond their control.

The committee also invited Mr. John McKenna, president and CEO and Tracy Medve, a member of the board of directors for the Air Transport Association of Canada. Like the National Airlines Council of Canada, the Air Transport Association of Canada also reiterated that the bill's high fines could put passenger safety at risk. We are not prepared to take that chance. They said that this would be a result of taking away the pilot's ability to decide whether to fly during dangerous weather conditions in order to avoid facing penalties.

They also stated that tarmac delays are usually the result of bad weather. Let us face it, in Canada we have excessive snowstorms from time to time and other weather occurrences that are simply beyond the control of Canadians and beyond the control of this government and the airlines themselves. These should not be blamed on airlines whose flights may be delayed because of the need for de-icing.

The Air Transport Association of Canada actually argued that compensation under the bill should not exceed the cost of the original airline ticket. To do so obviously would be bad business and could hurt the financial bottom line of the airlines. Ultimately, that cost would be passed on to consumers. It penalizes airlines but the cost would be borne by Canadians all across this country.

By imposing such harsh conditions on airlines, the bill neglects to take into account, and I quote again from the organization, that:

Some small airports don't even have a terminal building. If an airline flying to and from such a location takes a look at the financial risk that Bill C-310 engenders against a smaller return to flying the route, it is possible that the air carrier will not service these locations, or, alternatively, will provide service on a reduced basis.

There are many northern communities, many aboriginal settlements, many communities in Newfoundland and Labrador and other parts of the country that simply cannot afford to be isolated without airline travel on a regular basis. The government, as a result, cannot support legislation that would contribute to a reduction in the number of flights serving remote locations throughout the country, especially in our north.

Another key industry stakeholder present at the committee was Mr. Marco Prud'homme, president and general manager of the Quebec Air Transportation Association. I actually heard from him today on another matter. The association is a non-profit organization whose mission is to serve and work in developing Quebec's air transport industry.

Mr. Prud'homme's main concern with the bill was that it does not recognize the inherent complexities of the air industry and the particular issues for various regions in Quebec. For example, the bill's high fines would have a particularly great impact on smaller, regional carriers like Air Inuit, which primarily services the province's northern community. This would not be acceptable.

I would like to conclude by emphasizing this government's support for consumer protection legislation in the aviation industry especially, and our objective to create a balance in protecting passengers, the safety of Canadians, and ensuring a competitive industry.

Our Conservative government supports passengers and will continue to look at all possible practical ways to protect them while not punishing Canadian businesses or services to remote areas that rely on air transportation.

Clearwater River April 23rd, 2010

Mr. Speaker, water is life. In my constituency of Fort McMurray—Athabasca, we are privileged to have one of Canada's designated heritage rivers.

The Clearwater River once was a busy highway that opened up the north and west of Canada. Fur traders and explorers portaged the many falls and rapids and enjoyed the gentle flow to the mighty Athabasca River.

Today the Clearwater River, from its source in Lloyd Lake in northern Saskatchewan to the junction with the Athabasca, is still pristine and beautiful. Clear, clean water, fast-flowing rapids and banks lined with spruce and birch trees and many animals make our river a canoeist's dream. I invite you, Mr. Speaker, and all Canadians to enjoy this with us. My constituents are absolutely delighted that, because of the heritage river designation, the beauty, untouched nature and clean, pure water will be preserved for our future.

While we need to prosper economically, we need to preserve the waters we have. Let us continue to protect life by protecting our waters.
