Madam Speaker, I am very surprised that the member opposite does not understand that the environment and the economy go together, and that by taking action on the environment, we are actually building a more sustainable future.

Maybe he would like to listen to Preston Manning who said recently, “To be clear, pricing carbon is a good idea.” It's needed to drive innovation.

I would also like to point out that the New Brunswick committee on climate change said that pricing pollution is a solution.

We are about growing the economy and tackling climate change. We are going to continue moving forward to create good jobs.

Mr. Speaker, this project underwent a three-year, rigorous scientific review that incorporated traditional knowledge and evaluated and mitigated the environmental impacts.

It was the first time we included indigenous peoples in the technical working group reviewing a project. It is also the first time we will have indigenous communities working with the federal government and the province to monitor the project.

We understand that the Government of Newfoundland and Labrador is working with the proponent indigenous peoples with respect to this project. We expect the province to assume its responsibilities to ensure that indigenous peoples are protected.

Madam Speaker, our government is committed to protecting the environment and working towards a clean-growth strategy that benefits the middle class and creates good jobs. Canadians want ambitious action on climate change, they want more leadership from government, they strongly support sustainable development, and they are motivated to make a difference.

I want to thank the Standing Committee on Environment and Sustainable Development for their hard work and all the input we received from Canadians across the country.

This federal sustainable development strategy will make a real difference to building a more sustainable world for our children and grandchildren.

Madam Speaker, we are the only party that seems to understand that the environment and the economy go together. We are committed to taking serious action on climate change. We are very proud that two weeks ago we were able to ratify the Paris agreement. Unfortunately, the party opposite did not support that.

We are working with the provinces and territories to have a pan-Canadian plan that will make a real difference, will create good jobs, and will build a clean economy for future generations, for my children, for our children, and for our grandchildren.

Mr. Speaker, as the Prime Minister has emphasized, the only way to get resources to market is to do it in a sustainable and responsible way. The project that the member opposite is discussing was subject to rigorous environmental assessment over a number of years.

We delayed decision on the project to obtain more information from the proponent. The project is subject to 190 conditions. We have the first ever environmental monitoring committee that includes indigenous people as well as the provincial and federal governments.

I am very proud that we made this decision. This is a very significant decision, and it shows that we understand that the environment and economy go together.

Mr. Speaker, I am very honoured to be standing here today representing the residents of Ottawa Centre a year after I was elected.

We understand that the environment and the economy go together. We have worked extraordinarily hard this year to deliver on that promise. We have helped to negotiate an ambitious Paris agreement. We brought in the biggest budget in Canada's history. We are reforming our environmental assessment process. We entered into the historic clean tech climate change agreement with Mexico and the United States. We have ratified the Paris agreement. We put a price on pollution. We will keep on doing this because #realchange.

Mr. Speaker, once again, I am very pleased to stand up today.

Let me be clear. Provinces are able to design a system that makes sense for them, and it is revenue neutral. They can determine whether they want to give tax cuts to consumers, to small businesses, as B.C. has done.

Let us also be clear that the way we are going to grow our economy and position ourselves for the 21st century is by making these investments, by making sure that we have a price on pollution and we are investing in the things that we want, which is a clean and sustainable future that will grow our economy and ensure that future generations have a planet that is clean and healthy to—

Mr. Speaker, I am very pleased to stand up today on Persons Day. It is a very important day, and I am so pleased that there are so many women in the House of Commons. I certainly hope to see more.

I want to explain to the member opposite why a carbon tax, a carbon price on pollution, makes sense. There are different ways to do it. We can have a direct price on pollution, like B.C. does, that is revenue-neutral, where the money is given back to the provinces or territories, or we can have a cap-and-trade system, like Ontario has.
