Mr. Speaker, a science-based and evidence-based approach is fundamental to what we do. Very shortly after we formed the government, the Prime Minister hosted our scientists to talk exactly about climate change, which the party opposite does not seem to like to do. We brought our scientists forward. They talked about science. All of our policies are based on science and evidence.

Mr. Speaker, I would like to confirm that we are committed to significant spending in terms of our national parks and our historic sites. That is part of my mandate. We will ensure we have the funds necessary to continue to meet the mandate.

Mr. Speaker, as I would like to reiterate, unfortunately for the Conservatives, Canadians lost trust in our environmental assessment process. The only way we will get resources to markets is to re-establish the trust of Canadians. That is exactly what the Minister of Natural Resources and I did last week by introducing transitory principles.

We know that the only way we will get resources to market is in a responsible way. We have depoliticized the process by introducing transitory principles that will re-establish the trust of Canadians. That is how we will get resources to market.

Mr. Speaker, as the Liberal Party knows well, the only way to get resources to market in the 21st century is to do it in a sustainable way. That is exactly what we are doing. We introduced principles last week, transitory principles, that will re-establish the trust of Canadians in this process and that is the way we will get resources to market.

Mr. Speaker, I was very proud to meet with the ministers of environment from the provinces and territories. In fact, this was the first time in over a decade that we actually had met to talk about the challenges of climate change.
In fact, in showing transparency, we put out where our mission profiles were. We are now working very hard to develop a pan-Canadian plan so we can tackle climate change and grow our economy.

Mr. Speaker, we are really proud of the work that we accomplished in Paris and the ambitious agreement that was reached. I was there along with colleagues from all of the parties. Our government will rebuild Canadians' trust in the environmental assessment process. We are going to look at greenhouse gas emissions as part of our assessment process, and we are going to ensure that we have Canadians' trust.

We are committed to taking action on climate change. That is why I am meeting today with my colleagues from across the country to talk about what a pan-Canadian plan would be. It would be irresponsible to come up with a new target without actually having a plan to implement it, as the Conservatives did.

Mr. Speaker, I would like to make it very clear that we consider our climate change obligations to be very serious. We have been clear that in this process we will, in our new interim principles, include upstream greenhouse gas emissions.
I am also happy to announce that I am meeting with environment ministers from across the country today, where we will be framing our new pan-Canadian climate change plan, which will include consideration of downstream greenhouse gas emissions.
