Mr. Speaker, on behalf of the Minister of Foreign Affairs and pursuant to Standing Order 32(2), I have the honour to table, in both official languages, the treaty entitled “Paris Agreement under the United Nations Framework Convention on Climate Change”, signed in New York on April 22, 2016. An explanatory memorandum is included with the treaty.

Mr. Speaker, I am very excited to see that the member opposite is so concerned with the climate change plan. It is unfortunate that, for 10 years, the party opposite did nothing.

We are very committed to taking action on climate change. We negotiated an ambitious agreement in Paris. We have made a climate agreement with the United States. Now we are working with the provinces and territories so we take real action to tackle climate change. The other party did not.

Mr. Speaker, I am very proud of our government's climate change plan.

We not only went to Paris and helped to negotiate a very ambitious climate agreement, we had the greenest budget ever. We negotiated an agreement with the U.S. on climate and clean growth, and now we are engaged with the provinces and territories to develop a climate change plan that will make a real difference for all Canadians, especially the next generation.

Mr. Speaker, unfortunately the member opposite maybe did not understand what I said previously, so I will repeat it.

What I said is that we are committed to making a decision within 90 days of getting the information required from the proponent. We will make decisions based on science, facts, and evidence. Because that is what Canadians expect, that is what we will do.

Mr. Speaker, I will repeat my answer. We will make decisions based on facts, science, and evidence. We understand the importance of getting resources to market. However, we need to be doing it in a sustainable way. That is what we are doing.

I will quote from the proponent:

Pacific NorthWest LNG will work to assess this latest information request and continue to work constructively with federal agencies through this rigorous process.

We are working with it. When we are prepared, we will make a decision.

Mr. Speaker, unlike the party opposite, we understand that the environment and the economy go together. The only way projects will go ahead is if they are done in a sustainable way.

At the beginning of March, the proponent brought significant new information that raised concerns about impacts on salmon, human health, and indigenous peoples. We are committed to doing a review that is based on science and facts, and we have said that once we have the necessary information we will make a decision within 90 days. That is what we will do.

Mr. Speaker, we make decisions based on science, facts, and evidence, and in consultation. We have engaged with indigenous peoples and now we are reviewing the project. There are concerns with respect to salmon. I am sure the member opposite would also be concerned if there were environmental effects on the salmon.

We are working with the proponent. We are working with the Government of B.C. We are engaging in consultation with indigenous leaders. We will make a decision when we are ready to make a decision.

Mr. Speaker, once again, I will confirm that we will make decisions based on facts, science, and evidence in consultation with communities that are affected and indigenous peoples. That is the way we get resources to market in the 21st century. Unfortunately, the previous government did not understand this and it was not able to get our resources to market.

That is what we are going to do. That is the responsible thing to do.

Mr. Speaker, there is no point in pushing me because we make environmental decisions based on evidence, facts, and science. We also do it engaging with indigenous people, in consultation with Canadians. We are committed to getting resources to market, but it must be done in a sustainable way, and that is what we will do.

We have committed to an environmental assessment process that has the confidence of Canadians. We will make decisions based on facts and evidence. We are working with the proponent. We are working with the B.C. government to get the information we need to do just that.
